The parcel includes approximately 145 feet of frontage on Weibel Avenue and is located within the T-4 Urban Neighborhood Zoning District. There are several existing commercial buildings on the parcel that are either used for storage or are currently occupied as office buildings. There is also an existing golf driving range with small clubhouse that is has not been in use for few years and a boat storage area located at the rear of the property. The existing buildings and boat storage are also currently the subject of a land use and zoning violation identified by the City of Saratoga Springs Building Department as such this application would attempt to cure those violations. The current land uses to remain include a 900 sf office building, two small storage buildings (2,400 sf and 1 ,500 sf), a 12,500 sf office building, a 1 .5 acre boat storage area, a 150 sf clubhouse and 10 acre driving range area. All the buildings are existing and were constructed around 1968. The only proposed site improvements include a site identification sign, street trees, street lights and sidewalks which would provide pedestrian connectivity between Mr. Stone's land and the adjacent residential housing complexes. All improvements are located immediately adjacent to Weibel Avenue. All existing buildings are served with individual on-site septic systems and a drilled water well. Stormwater runoff from the existing paved surfaces are managed with on site storm structures. The driving range is also adjacent to the existing City of Saratoga Springs ballfields and will promote additional recreational use in this part of the City. The Applicant is requesting that the Special Use Permit for these uses sunset after 5 years with the options to come before this board and renew. It should be noted that this land is actively being marketed to be developed in total.
