I. Proiect Description
The 318 West Avenue project consists of a proposed office building and apartments on a lot
currently occupied by a single-family residence. As a part of the work, the new office portion is
expected to have 25 employees. Additionally, there will be one 2-bedroom and one 1-bedroom
apartment.
II. Existin�Water and Sanitary Sewer Utilities
The existing residence has a 4-inch PVC sanitary lateral that connects to the nearby Saratoga
County Sewer District sewer main that bisects the property. The Sewer District sewer main is
36" diameter with a 25' wide easement over the property.
The existing residence currently has water service from the City of Saratoga Springs. The water
service is planned to be turned off at the corporation stop and pipe abandoned. There is an
existing 6" diameter City of Saratoga Springs waterline along the west side of West Avenue. A
hydrant flow test was completed on a fire hydrant nearest to the point of connection on January
4, 2019. The flow test indicated a static water pressure of 85 psi, with residual pressure of 80 psi
flowing at 444 gpm. The theoretical available flow at 20 psi was calculated to be 1,774 gpm.
According to Saratoga County assessment data the existing residence has 3 bedrooms, which
would equate to 330 gallons of water demand and wastewater flow per day.
III. Proiected Water and Wastewater Flows
The table below provides information on the anticipated wastewater flow rates for the project:

Average daily flow for wastewater is estimated to be 0.8 gallons per minute (gpm)based on a
12-hour day. Estimated peak hourly flow is 3.4 gpm (4.2 x average).�
Average daily demand for water is estimated to be approximately equal to the wastewater flow
or 0.8 gpm.
For the purposes of input into the City of Saratoga Springs water model, we offer the following
estimated water demands for the project:
• Average Day Demand is 0.8 gallons per minute (GPM) over the 12-hour period.
• Max Day Demand is 1.6 gallon per minute (GPM) based on twice the average.
• Peak Hourly Demand is 3.4 gallons per minute (GPM)based on 4.2 times the average.
• Fire Flow Demand is 1,000 gallons per minute (GPM)per ISO guidelines.
IV. Proposed Water and Wastewater Utilities
Proposed Water Utilities
To service the project the existing municipal water main will be wet tapped and a 6-inch
waterline will be installed to service the building. It is anticipated that the building will have fire
protection via a fire sprinkler system. The new 6-inch waterline will provide combined fire and
domestic service to the building mechanical room where the domestic line will tee off and be
metered. The outside shut-off valve will be in the green space between the curb and sidewalk of
West Avenue. The nearest fire hydrant is located 250-feet north on West Avenue.
For a building protected by an automatic fire sprinkler system, the ISO states:
"The NFF fo� commercial occupancies protected by an automatic fire sp�inkler system
installed in accordance with the general criteria of NFPA 13R, Standard for the
Installation of Sprinkler Systems, is the demand at the base of the automatic sprinkler
riser" and inside%utside hose stream.
Using the formula given by ISO, the NFF for this facility is 1,000 gpm.
Hydrant flow test data indicates approximately 1,774 gpm available at 20 psi. Based on this
information, there is adequate fire protection water supply available at the site.
Connections and appurtenances, including mechanical joints, tees, isolation valves, thrust blocks,
trenching, bedding, service connections, as well as testing and disinfection will all be specified in
accordance with City of Saratoga Springs and AWWA standards.
Proposed Wastewater Utilities
As a part of the work, the existing lateral is planned to be removed from the building to the sanitary
connection point. The building will have a new 6-inch PVC sanitary lateral which will connect to the
Saratoga County Sewer District manhole. The project proposes modifying this manhole to accept
this new sanitary lateral. The lateral will be installed at a minimum 2.0% slope to ensure adequate
pipe cleansing. Lateral and construction permits will be submitted to the Saratoga County Sewer
District No. 1.
