Comments (Note: its *really* unfortunate that there's a limit on how much
can be related in this medium.) These comments are a
response to the PB/DRC joint meeting on 3/21/19 and the
presentation about Phase I of the Flat Rock Centre parking

garage. I would like the members of both boards to consider
reducing the extensive use of glass in the structure as presently
conceived. Here's why: 1) Bird collisions with reflective glass
may very well result. Please consider alternatives to the large
extent of glass in the structure and also install 'bird smartglass
when needed. See information from the the American Bird

glassi#2 2) Unless the glass itself is somehow made less
reflective, it will also bounce ambient light at night onto
surrounding properties. 3) While the building itself is slated to
have "dark-sky friendly" lighting, the large areas of glass in
those stairwells on either side of the building will allow for a
good deal of interior light to flow outward and give an garishly
unpleasant look to the entire building. One representative even
suggested that it would "glow." That is unacceptable in the
context of the nightscape of city proper and would compromise
existing attempts to integrate the building into its surroundings,
giving a Vegas-like look to the area, including to neighboring
residences. The city should insist that these problems be
addressed before any further progress is made on the
development.
