HomeMy WebLinkAbout20210788 42 Circular Area Variance Carriage House Plans & Narrative October 27, 2021 City of Saratoga Springs, NY Zoning Board of Appeals Attn: Aneisha Samuels Dear Aneisha; I am writing in response to your questions in your e-mail dated 10-26-2021 to address the questions that were raised by the Zoning Board. First, I want to clarify that there is no intention to have this property operate as a Bed and Breakfast. The property Owner intends to restore the house back to an original condition according to historic guidelines and make upgrades for their lifestyle when they stay in Saratoga Springs. The Owner contemplated this early on, however dismissed the idea after having family health issues. So, the idea that this will be a Bed and Breakfast should be dismissed. The Owner (Julie Furey and her husband Tom) have ties to Saratoga and would like to have their own place to stay and entertain with guests that come to visit. Her husband has limited mobility issues and will require a parking space close to the house. The proposed garage is designed to be a “carriage house” style to accommodate one car with an exercise area. The proposed garage is designed to meet the zoning setbacks and size requirements. I have attached the exterior elevations as requested. The upstairs is to be used for storage. The driveway design is driven by several factors, the most important of which, is to allow the owners the ability to safely exit the property and pull onto Circular Street facing the street rather than back onto the heavily traveled road. The “wider width” associated with the carriage house provides an area for vehicles to perform the three-point turn on the property. Additionally, Mr. Furey has limited mobility and needs to have easy access to the rear entrance of the house and thus the parking space close to the porch addition. The property is in the UR-4 District and has a size of 12,508 sf. The requirements for the UR-4 District are as follows: Permeability – 30% minimum Proposed - 36% Principal Structure – 25% Proposed House and new addition – 24% (total sf - 2,985 sf) Accessory Structure – 15% Proposed Garage - 7% (852 sf) st .
