1.0 INTRODUCTION
1.1 Project Description
This Engineering Report describes the existing and proposed water and sewer systems proposed to service the
project located at tax parcels 165.75-1-7 located at 269 Broadway in the City of Saratoga. The existing site is
current vacant, but the project site formally had a 1-story office building on the property. The site is proposed to
construction a 6-story office, retail space building totaling approximately 116,000 sf. The proposed building
layout is defined below:
• First Floor- Retail (17,320 sf)
• Second Floor— Restaurant (Total 6,227 sf, Dining Area 4,791 sf, Kitchen 1,436 sf, 240 seats)
• Second Floor—Office (7,698 sf)
• Third Floor-Office (18,906 sf)
• Fourth Floor—Office (18,853 sf)
• Fifth Floor—Office (18,853 sf)
• Six Floor- Office (13,728 sf)
1.2 Location
The property is located at located at 269 Broadway and the parcel is zoned T-6.
1.3 Existing City Water/Sewer
The City owns and maintains an existing gravity sewer and water distribution main on Hamilton Street and
Broadway surrounding the project site. The project site is currently serviced with public water via an unknown
water size but less than 2-inches in size and a gravity sewer lateral connecting to Hamilton Street. On Hamilton
Street there are current a 4 and 6-inch watermains while on Broadway there is a 12-inch watermain from record
drawings. The gravity sewer for the parcel is available from Hamilton Street via a 12-inch clay pipe.
The flow rates, static and residual pressure were as follows:
Hydrant#41 on Broadway=1220 gpm with a static pressure of 69 psi and a residual pressure of 60 psi for hydrant
#42
Hydrant on Hamilton =1332 gpm with a static pressure of 90 psi and a residual pressure of 80 psi for hydrant at
the corner of Hamilton and Congress.
See Exhibit for hydrant flow test results and tests were done on different days.
1.4 Wetlands
There are no ACOE or NYSDEC jurisdictional wetlands are within the project limits.
1.5 100-Year Flood Plain
Per National Flood Insurance Map (FIRM) panel 36091C0433 E dated August 16, 1995 the project site is located
outside of AE zone (100-year flood plain).

2.0 DESIGN STANDARDS
2.1 NYSDEC Water and Sewer Demand and Design Standards
The proposed water lateral to the new building will be a 6.0" lateral. The water services to provided domestic and
fire suppression within the buildings.
Anticipated water flows are as follows:

was used to determine anticipated flow rate, 15 gallons per employee in office/retail. Typical ratio of 200
sf per employees was used for office space. Retail space was assumed at 0.1 gallons per square foot.
Assumed seating of 100 seats for the restaurant at 35 gallons per seat. Plumbing Fixtures will be
specified as low flow type fixtures per NY State requirements for water conservation.

2.2 Proposed Water System
The proposed 6-inch building water service will connect to the existing watermain on Hamilton Street for both
domestic and fire sprinkler needs. The water service will be provided with an individual water meter and backflow
prevention device. A Mechanical, Electrical and Plumbing (MEP) Engineer will be designing the sprinkler and
domestic services within the building and will be provided to the City in a separate report demonstrating that
pressure loss within the system during the building permit process. In addition, the MEP engineer will be providing
the City with back flow prevention report in conformance with the rules and regulations with a completed DOH-
347 form.
Based upon flow characteristics of the existing City water system a water pump may not be required to meet
domestic and fire flow requirements as theoretically the water pressure for the sprinkler system on the sixth floor
would be between 36 to 50 psi.
2.3 Proposed Sewer System
The proposed gravity sewer lateral will connect to the existing 12-inch gravity sewer on Hamilton Street. The
proposed gravity sewer will consist of two (2) 4-inch PVC laterals, one (1) sewer manhole and one (1) 2,000
gallon grease tank for the restaurant. There are no known sewer capacity issues in this area. The existing 12-
inch sewer can transport 3.08 cfs or +/-1,380 gpm within the existing sewer pipe (manning's equation 2/3 pipe
full). With a peak sewer rate of 28 gpm this equates to 0.08 inches (less than 1/64 of an inch) of additional flow
depth in the existing sewer pipe.
2.3.1 Type II Grease Interceptor
Per NYSDEC Design Standards for Intermediate Sized Wastewater Treatment System dated 2014
grease interceptor shall be a minimum of 2,000 per table D-1 with a 4" inlet pipe. See Exhibit 2 for sizing
calculations.
2.4 District Extension
The project is located within the city limits, and as such, will not be required to extend the water district.
2.5 Financing
Financing the proposed water and sewer improvements to the site shall be born entirely by the developer of the
project.
2.6 Conclusion
The project water and sewer demands will not impacted the existing water or sewer infrastructure.
