SEAR It was previously noted that due to oversight, the Comprehensive Plan Committee (2014), the municipal Council and the Planning Board missed the fact that the proposed project is in the Outer District. As long established, the Outer District is planned as an outlying area of rural character, comprised of agriculture, open lands, natural and diverse environmental resources, and low density residential development. It will gladden all concerned to know that standards for impact mitigation and reparation are readily available from informed experts. Please include current standards of best practice standards for the long term impact mitigation and reparation to the City and District. Thank you all for your service.
