Dear Ms. Barden,
CDTA planning staff has reviewed the site plans for the Tait Lane Reserve
affordable housing project on Allen Drive, and has discussed the project in detail
with the developer's engineers at The LA Group.
We are submitting this letter to express our general support for the project, and to
state that CDTA and the developer are committed to working together to provide
transit service to and from the Tait Lane Reserve development.
Recent changes to our route system due to the impacts of the COVID-19 pandemic Georgeanna M. Nugent
have made it difficult to predict what specific types and levels of service will be Chairwoman
viable in the coming years. Service to this development may take the form of any Saratoga County
of CDTA's current or future mobility products, including (but not necessarily
limited to) our vanpooling partnership with Commute with Enterprise, our Flex Michael J.Criscione

I reviewed the following project submittals scheduled on upcoming Planning Board agenda
and offer the following utility-related comments:
1) 20190130 - Falvey M/U (Special Use Permit)
- Public water as well as sanitary and storm sewer fronts property.
- If soil disturbance is 0.10 acre or more, a full SWPPP will be required.
2) 20190204 -Airosmith M/U (SEQR-Advisory Opinion)
- Existing City water main (6") located on west side of West Avenue.
- Saratoga County Sewer District #1 sanitary sewer located east of property.
- No public storm sewer system in the vicinity of project.
- If soil disturbance is 0.10 acre or more, a full SWPPP will be required.
3) 20190156 - Maiorello Subd. (SEQR-Advisory Opinion)
- Existing City water main (12") located on north side of Crescent Avenue.
- Saratoga County Sewer District#1 sanitary sewer located on Crescent Avenue.
- No public storm sewer system in the vicinity of project.
4) 20190187 - Allen Drive Apts. (SEQR)
- Existing City water located on Tait Lane (8") and Allen Drive (6").
- Saratoga County Sewer District#1 sanitary sewer located on Allen Drive.

RE: Allen Drive Apartments Special Use Permit Application (20180187)
The project Full Environmental Assessment Form (SEQR) indicates that the proposed project will result
in a substantial increase in traffic; however the application submission does not include a Traffic Impact
Study to identify the project potential traffic effects on area streets and intersections.The project
Developer needs to perform and provide a Traffic Impact Study that is based on the development of
both phase 1& 2 (full buildout).
Prior to performing the Traffic Study,the proposed use of Tait Lane must be evaluated by a professional
transportation engineer with a focus on traffic safety considerations.Tait Lane is a substandard travel
way that has an especially difficult intersection point with Allen Drive that is only 15 feet back from Allen
Drive's interaction with Church Street(NYS RT-9N).
The Traffic Study, in addition to the standard information that primarily focuses on peak hour
conditions, should include a projection of the total Daily Vehicle Trips,for both weekdays and weekends,
that will be generated on Allen Drive under full build out conditions, and a 5-year past accident history
for the intersection of Allen Drive at Church Street(NYS RT-9N).Allen Drive is classified as a local
residential street which primarily consists of multi-family homes with children.The street currently has a
significant lack of sidewalks, which requires residents to walk and bike in the street.The Traffic Impact
Study should also identify and take into consideration any currently planned redevelopment of the
properties along Allen Drive for determining future conditions.
