In accordance with SEQRA regulations 6 NYCRR Part 617, the Planning Board identified the proposed action as Unlisted, reviewed and evaluated the Short Environmental Assessment Form Parts I and II, and made a motion to issue a Negative SEQRA Declaration on August 12, 2021 (passed 4-0 in favor: Torpey, Fabozzi, Dal Pos, Pipia): And, in accordance with objectives, standards and guidelines contained in the City Zoning Ordinance, chapter 240, article 7.2 "Site Plan Review",the Planning Board issues the following decision on August 12, 2021 (passed 4-0 in favor: Torpey, Fabozzi, Dal Pos, Pipia): Approve with the following conditions: • The applicant shall return to the Board for further site plan review prior to construction of the 55 banked parking spaces. • The applicant shall preserve/maintain as many existing trees in the north section of the site as possible. • Per Saratoga County Planning Board recommendation,the applicant shall submit a traffic evaluation of the cumulative trips in the area of the city/county intersection to Saratoga County DPW as part of site plan review submission for future development of the last lot/project on Skyward Dr. • The applicant shall provide details of the added design capability of the roof structure to support solar array installation to be included in final plan set. • Final plans shall be provided to the satisfaction of the City's designated engineer and DPW. The applicant is required to: I. Deliver a letter of credit or cash escrow in the amount approved by DPW to the City per Article 7.2.15 of the Zoning Ordinance. This must occur prior to final signature by the Planning Board Chair. 2. Submit one (I) mylar and two (2) paper copies of the final approved site plans for signature by the Planning Board Chair within eighteen (18) months of approval as per Article 7.2.12 of the Zoning Ordinance.
