Dear Mr. Belmonte,
VHB has conducted a traffic evaluation to assess the potential traffic impacts associated with the
construction of Phase 3 of the Regatta View Residential Community located east of NY Route 9P (Union
Avenue) between Dyer Switch Road (County Road (CR) 66) and Regatta View Drive, in the City of Saratoga
Springs.
This letter includes an evaluation of the peak hour site trip generation and a review of the potential
impacts to the surrounding neighborhood roadways as a result of the project. As detailed herein, the
proposed project is expected to have minimal impact on local traffic operations.
Site Location and Proposed Development
The approximate 6.79-acre project site, as shown in the site location map on the following page, is located
east of NY Route 9P, between Dyer Switch Road and Regatta View Drive, in the City of Saratoga Springs.
The site is currently undeveloped. The proposed project is the last phase of development of the Interlaken
Planned Unit Development, adopted by the City of Saratoga Springs in July of 1982, and includes the
construction of 24 townhomes.All of the townhomes will have direct driveway access to Dartmouth Drive,
a new, two-way roadway to be constructed as part of the project connecting between Dyer Switch Road
and Regatta View Drive. The proposed development plan is illustrated on the attached Subdivision Plan
developed by the Environmental Design Partnership, LLP. The project location is shown on the following
aerial image.

Future Conditions
To estimate the site-generated traffic, the Institute of Transportation Engineers (ITE) publication Trip
Generation, 10' Edition'was utilized. The number of vehicle trips generated by the proposed project was
estimated based on ITE land use code (LUC) 220- Multifamily Housing which is the designated land use
code for trip generation estimate for both condominium/townhome and apartment projects. A trip
generation estimate was also prepared using LUC 210- Single-Family Detached Housing since in this
neighborhood, the proposed project may generate trips more consistent with single-family detached
housing.A summary of the trip generation breakdown is provided in Table 1.

Based on the projections outlined above, the proposed project is expected to generate a maximum of 18
new vehicle trips during the AM peak hour (5 entering and 13 exiting) and 24 new vehicle trips during the
PM peak hour (15 entering and 9 exiting), resulting in one additional trip every two and half to three and
a half minutes during the peak travel periods. The magnitude of site generated trips will result in less than
the New York State Department of Transportation (NYSDOT) and ITE threshold of 100 vehicle trips
generated on any one intersection approach for determining the need for off-site intersection analysis.
These agency thresholds were developed as a tool to identify locations where the magnitude of traffic
generated has the potential to impact operations at off-site intersections and screen out locations the do
not meet the threshold and are therefore unlikely to require mitigation. Based on these industry
guidelines and a review of the project area, the magnitude of traffic generated at the site will be
accommodated for by the existing roadway network.
The directional distribution of traffic approaching and departing the site is a function of several variables
including population densities, existing travel patterns, and the efficiency of the roadways leading to and
from the site. Based on these variables, it is estimated that 70% of the site trips will travel to and from the
north on NY Route 9P, 10%will travel to and from the south on NY Route 9P, 15%will travel to and from
the west on Crescent Avenue and 5%will travel to and from the east on Dyer Switch Road.
The intersection of Dyer Switch Road/NY Route 9P is unsignalized and the intersection of Regatta View
Drive/NY Route 9P/Crescent Avenue operates with traffic signal control. Trips entering and exiting the site
will generally use both intersections; however, left turning vehicles traveling to and from NY Route 9P are
more likely to use the signalized intersection during heavier peak travel times. As noted, the low volume
of peak hour trips generated by the site will be accommodated for by the existing surrounding roadway
network.
It is noted that there are some known development projects near the subject project site which include
the following:

• Lake Local Expansion —expansion of the existing marina slips/restaurant and addition of a 25-
room inn and 10 room bed and breakfast
• Kaydeross Park Drive Subdivision —22 single family homes
• Oak Ridge Subdivision —72-lot subdivision
The number of trips generated for each of the other development projects are also less than NYSDOT and
ITE threshold of 100 vehicle trips generated on any one intersection approach indicating that the trips
associated with these projects will also be accommodated for by the existing roadway network and will
not impact vehicle operations in the area surrounding the proposed project.
Site Access, Circulation, and Multi-Modal Accommodations
As noted, access to the project site is proposed via Dartmouth Drive, a new, two-way roadway connecting
Dyer Switch Road to the north and Regatta View Drive to the south. The Dartmouth Drive intersections
with Dyer Switch Road and Regatta View Drive will be unsignalized with stop control on the Dartmouth
Drive approaches. This site access plan is preferred over proposing a new curb cut on NY Route 9P, as the
NYSDOT generally favors the use of lesser classified roadways to provide access to new project sites. The
proposed access configuration also provides access to and from NY Route 9P via the existing traffic signal
at the NY Route 9P/Regatta View Drive/Crescent Road intersection, which is preferred. It should also be
noted that a direct access onto NY Route 9P may be difficult due to the potential for limited sight lines
associated with the horizontal curvature of NY Route 9P along the project site.
Dartmouth Drive will be located approximately 250-feet east of NY Route 9P and will present the potential
for use by drivers on Dyer Switch Road wishing to access the signalized intersection with NY Route 9P. It is
noted that Dyer Switch Road currently provides a connection to Regatta View Drive further east of the
proposed Dartmouth Drive; therefore, existing drivers on Dyer Switch Road wishing to access the signal at
NY Route 9P have likely already established a travel pattern using Regatta View Drive. However, some of
these drivers may choose to adjust their travel pattern and use Dyer Switch Road to Dartmouth Drive to
access the traffic signal rather than using the more circuitous route of Regatta View Drive.
Based on available traffic volume data from NYSDOT, Dyer Switch Road is a relatively low volume road
with approximately 1,200 vehicles per day(approximately 85 to 130 total peak hour trips and 55 to 60
peak hour trips traveling westbound towards NY Route 9P) indicating that travel on Regatta View Drive
and/or Dartmouth Drive from Dyer Switch Road would be low and easily accommodated for by the
existing roadway network. Similar to the anticipated travel patterns of the site traffic, it is anticipated that
the majority of traffic in the study area are traveling to and from the north towards Interstate 87 or the
City of Saratoga Springs limiting the number of vehicles turning from the neighborhoods left onto NY
Route 9P. There are many existing unsignalized curb cuts and roadway connections to NY Route 9P
indicating that traffic regularly traveling to and from NY Route 9P via unsignalized intersections.
The proposed plan includes a boulevard design on the Dartmouth Drive approach to Dyer Switch Road.
This is consistent with existing features on the Regatta View Drive approach to NY Route 9P and will
provide a traffic calming effect for residents travelling into and out of the proposed neighborhood to the
north. The project also includes the construction of sidewalk along the project frontage on the south side

of Dyer Switch Road to the west of Dartmouth Drive and along the east side of Dartmouth Drive. A
marked crosswalk will be installed across Dartmouth Drive at the intersection with Dyer Switch Road
connecting the two new sections of sidewalk.A marked crosswalk will also be installed across Regatta
View Drive, north of Dartmouth Drive, connecting the new sidewalk on Dartmouth Drive to the existing
sidewalk along Regatta View Drive. There is a seasonal path proposed along the NY Route 9P frontage
meandering through the existing wooded area.
Transit service in the study area is provided by the Capital District Transportation Authority (CDTA).
However, CDTA does not provide service near the project site
Based on available traffic volume data from NYSDOT, NY Route 9P accommodates approximately 7,500
vehicles per day with approximately 430 vehicles during the AM peak hour and 700 vehicles during the
PM peak hour on a typical weekday. It is noted that there is also recreational travel in the study area since
the project site is located adjacent to Saratoga Lake and is located approximately a half mile from the
primary public access to the lake. Typically, recreational travel patterns experience less distinct peaking
characteristics than commuter travel which is typically more defined to specific hourly periods during the
day. It is noted, that some events at the lake, such as the Regattas, are likely to experience a higher than
average recreational peak travel in the study area at the beginning and end of these events. Based on
information provided by the City of Saratoga Springs, there are no special event traffic control measures
put into place during the Regatta events, indicating that travel is accommodated for by the existing
roadway network.It is noted that NY Route 9P is posted with No Parking signs; therefore, traffic volumes
in the neighborhoods increase during these events because Regatta attendees often park on the nearby
residential streets when the primary public parking lot at Saratoga Lake is full. The low volumes generated
by the proposed project will not negatively impact the travel patterns and parking operations experienced
during these events at Saratoga Lake. Residents of the proposed project may alter their travel routes or be
more apt to utilize the signalized intersection with NY Route 9P when traveling during peak travel
associated with the Regatta or other higher volume recreational events in the area. As stated, the
magnitude of traffic generated by the proposed 24 townhome units will be low and will continue to be
accommodated for by the existing roadway network.
Conclusions
VHB has conducted a traffic evaluation for the proposed Phase 3 of the Regatta View Residential
Community, part of the approved Interlaken PUD, in the City of Saratoga Springs. The proposed project
includes the construction of 24 townhomes, all with direct driveway access to Dartmouth Drive, a new,
two-way roadway to be constructed as part of the project. The following is noted regarding the traffic
evaluation:
• The proposed project is expected to generate a maximum of 18 new vehicle trips during the AM
peak hour (5 entering and 13 exiting) and 24 new vehicle trips during the PM peak hour (15
entering and 9 exiting). This magnitude of traffic increase is less than the NYSDOT and ITE vehicle
trip thresholds of 100 vehicle trips indicating that the increase in traffic will be accommodated for
on the existing roadway network and no off-site mitigation is recommended.

Drivers currently using Regatta View Drive to access the signalized intersection with NY Route 9P

the study area experienced during Regattas or other recreational events at Saratoga Lake.
Residents may choose to alter their travel patterns during these events to use alternate travel
routes when entering and exiting the site.
