Re: SCPB Referral Review #18-145 -Area Variance-Airosmith Development,
Inc./318 West Avenue Mixed Use Bldg.
Proposed construction of a 10,000 SF mixed-use building with commercial office
space and 2 residential units (apts.). The site will have 23 surface parking spaces
and 2 interior garage parking spaces (25 total)
Location: West Avenue, north and west of (in proximity with) NYS Route 50
Received from the City of Saratoga Springs Zoning Board of Appeals on March 5, 2019.
Reviewed by the Saratoga County Planning Board on March 7, 2018.
Decision: No Significant County Wide or Inter Community Impact
Comment: In accordance with the Memorandum of Understanding (MOU) between the
City of Saratoga Springs ZBA and the Saratoga County Planning Board, the above
referenced area variance has been reviewed by staff and with necessary concurrence
has been deemed to present no significant countywide impacts.
The project was previously referred (Sept. 11, 2018) to the Saratoga County Planning
Board for a Special Use Permit and a referral response letter (Ref. Review # 18-104)
dated October 2, 2018 was sent to the city. At the time of initial review the
development of the project site, which is located in T-4 Zoning District, did meet and
currently does meet the 50% front build-out requirements of the District. Regarding
the site's front 12-18 ft. build-to line from the West Avenue property line (which was
met by the initial site plan design), site investigation post-approval required a building
shift of 6 ft. to properly meet the siting of the building in accord with the existing
Saratoga County Water Authority easement.
Our preliminary reviews of the project noted the development would require the
demolition of the existing SF structure and the parcel's merger with a portion of lands

of YMCA to create subject lot. There will be public water and public sanitary service to
the property and no curb cut permit will be required as access is from a city street.
There is no SWMA proposed or necessary as the applicant will utilize porous pavement
and infiltration in the parking lot. There are no changes resulting to these review
items, nor is there any impact of a county, countywide or intercommunity nature
resulting from the applicant's need for a 6' front yard setback resulting from
movement of the proposed building closer to West Avenue.
