To Staff and Members of the DRC: After reviewing the environmental assessment forms submitted by 269 Broadway, I have several concerns. The full environmental assessment form that 269 Broadway submitted is a generic NYS form that all projects are required to complete, but it does not fully address the specific challenges of Saratoga Springs, in particular the extensive aquifer for which the city is named. Section E of the form addresses the Site and Setting of the proposed Action. E.2. inquires about Natural Resources on or the near project site. In Section E.2.1,the applicant says that this project is located over a Principal Aquifer.The property has never been excavated before to the depth of the proposed two-story subterranean garage.The applicant has documented in the application that the average water table is 12 feet (E.2.d). I think that it is important for the DRC or the Applicant to provide information about the history of dealing with the aquifer in Saratoga.The DRC should require a hydrological study and a geotechnical study to address the impact of the deep foundation construction on a water table and aquifer.The application does not provide an area to address the impact of the construction on deep foundations on Broadway and Hamilton and the adjacent properties. It is very important that these issues are addressed before they are allowed to move forward with this project.
