HomeMy WebLinkAbout20210577 Sgori Area Variance Revised plans and Supporting Narrative Request from Board: To provide potential alternatives to the plan/building design that would reduce the visual impact or present a narrative as to why alternatives would not work for you. Board members, We have met with our builder and we do not feel changes can be made to the 2nd floor plan without significantly disrupting the function and livability of the space, and therefore, we are providing a narrative as to why we would like to continue to seek the requested variances. In summary: • We have worked with 5 designers and considered multiple proposals o One plan accomplished a 2nd floor that did not overhang over the first floor but it failed in a number of other areas: ■ The stairs into the basement remained the same (where you literally hit your head going down...and I'm only 5' 8" tall) ■ Due to the stairway staying 'as is' this eliminated any ability to make our kitchen larger, which was very important to us ■ Awful curb appeal —the plan literally looked like a shed was placed on top of the existing home ■ Only one bathroom that wasn't directly accessible from either bedroom. ■ Cost—The current design, which incorporates a sloped front and dormers to create a more visually appealing front while creating additional space from Caroline Street is very costly. Attempting to incorporate a similar design in the rear of the home would not only create design challenges (eliminating closets and bathrooms) but would further drive costs up, putting this plan out of budget. • Effectively this would drive up costs by tens of thousands of dollars while making the home far less livable. • The overall depth of the entire 2nd Floor is only 27' 1 %" and 765 Sq. Ft. o The depth of the primary living spaces is actually less by 1.5' • The depth of the 2nd story must accommodate the stairwell, a standard width hallway w/ linen closets, and a small bathroom that can fit a single sink, toilet, and a tub/shower • The rear of our home is well within the setback limits of 12' (home is 13.2' from property line) o The 2nd floor addition is actually further from the property line than the current home (17.9' from property line) • As outlined and illustrated in other documents provided to the Board, we feel the concerns brought up related to our home blocking sunlight, "looming" over our neighbor's home, and invading privacy lack merit. In summary, we believe we have demonstrated that this benefit cannot be achieved by other means feasible and that the area in question, specifically the rear side of our 2nd floor addition, sits well past the required 12' setback. On all other areas of our home the only relief we are requesting that relates to new construction is the 1' overhang on the West side of our home and the extension of the roof overhang on our porch that will align with the homes pre-existing setback. We feel strongly that the granting of these variances will not create an undesirable change in the neighborhood or detriment to nearby properties. We recognize and acknowledge Ms. Schmidt's concern but we sincerely believe her concerns lack merit. In addition, we have other neighbors who have expressed support and would be willing to write to the Board if the Board would find that information valuable. We believe the home we are building will be a welcomed addition to the area. We don't believe our requested variances are substantial, given that the only items related to new construction is a 1' roof overhang and an extension of a previous non-conformity, which is also related to a roof overhang. The only change to our setbacks where an exterior wall is involved is in the rear of the home where we are well within the setback requirements. These variances will not have a significant adverse physical or environmental effect on the neighborhood or district. It is our desire to add a second floor to create a living space that will work for our family. We have considered many plans and have worked with 5 design firms. We have also worked with a realtor to see if other homes might suit our needs and budget. In summary, if we are to make this home our new permanent residence in Saratoga Springs, we feel we need to proceed with the proposed plans. Thank you for your consideration. Nick and Kristen Sgroi Request from the Board: Email from Aneisha stated "The Board would like you to provide an alternate plan with smaller roof overhangs and a smaller shed" but my notes stated the Board also requested that we move the shed 5' off the side property lines. Board Members, The attached revised Site Plan addresses the roof overhang on the West side of the lot, the size of the shed (12 X 12 reduced to 10 X 10), and the location of the shed. We have placed the shed 5' off the property lines as the Board requested but we'd like to re-state that we feel that the North (rear) side of the shed should align with the fence to avoid having a 1.5' gap between the shed and the fence that would likely be difficult to maintain and could potentially get overgrown with weeds. The other option would be to push the fence back towards the property line. We will also send the below site survey separately so it is easier to view. We have neighbors that have approached us offering to send letters in support of our project, if you would like for us to have those sent, please let us know. Response to Public Comment: Written Comments - Ms. Schmidt stated: "When I looked at the architectural renderings for the renovation at 331 Caroline St, I realized that upon completion my home was going to be literally overshadowed by the enormity of this house next to me." Response: The new home we would like to build is far from enormous. The overall square footage of this home would be 2,302 sq.ft., with only 765 sq.ft. being added to the 2"d floor. Ms. Schmidt stated: "This house will dwarf my home in a permanent way, blocking the sunlight from the south, which I highly value. It is well known that the lack of sunlight, especially in the winter months, can trigger sadness, depression, and mental health issues. Also, the proposed renovation's rear windows facing my property look down over my house and yard and are an uncomfortable invasion of my privacy." Response: We would like to address the comments that pertain to both sunlight and privacy. Our home runs East to West, not North to South. The sun rises on the East side of our home and sets on the West side (please see Exhibits A—E below). At no point during the day would a second story on our home ever cast a shadow on Ms. Schmidt's property. In addition, please refer to the pictures provided that show Ms. Schmidt's property and the awnings over her windows and front door. Ms. Schmidt states that she highly values sunlight from the South, yet she only has two windows on the South side of her house and both windows are largely covered by awnings. These windows do not "loom" over Ms. Schmidt's home and do not look down on her home and yard and invade privacy as Ms. Schmidt states. They simply look out over her property like any other 2 story home in Saratoga would. Also, please keep in mind that if we tore down our fence and the hedges behind it(that sit on our property) there would be a perfectly clear view from every 15t floor window in our home into Ms. Schmidt's home and there would be clear view of her backyard from our backyard. Last, our upstairs windows serve bedrooms and bathrooms so privacy for us is equally important. To illustrate our points above, we have climbed on top of our current residence and have taken pictures from the future locations of the proposed upstairs windows(Please see Exhibits F-H). As you can see, this home will not "loom"over our neighbor's property. We would also like to remind the Board that the new 2"d Floor windows on the back of our home are nearly 18'from the property line, which far exceeds the 12'requirement. This combined with the distance of Ms. Schmidt's house to her property line creates approximately 44'of space between our upstairs windows and her home. I , 6.;n -4, i • Response to Public Comment (Continued): Response to Ms. Schmidt's Oral Comments made on 7/26/21 - While we respect Ms. Schmidt's right to comment on our proposed plans, we would like to clarify some statements that were made to the Board that we fear may have been misleading. Ms. Schmidt spoke at length about the previous addition that was built over 9 years ago (and 4 years before we purchased the property) and a number of her comments pertained to the people who owned the home before we purchased it. We would like to make sure the Board fully understands that references to "dog's toys" and "Kid's soccer balls" that landed in her yard and invaded her privacy were directed towards the previous owner. Furthermore, in our 5 years of owning this home and prior to the July 26th Zoning Board meeting, we have never met our neighbor face to face. We have had 2 interactions that I'm aware of, both occurred when we were trimming the hedges behind our fence that regularly grow (and hang) over our fence. She asked my son on one occasion and me personally on another occasion to stop trimming the hedges because of her concerns that we would disturb birds that live in the trees. Please keep in mind that my property extends"'3 ft. beyond our fence line so the hedges we were trimming are on our property and that we were only trimming a vertical line on the hedges so that they would not hang over our fence or grow into our fence causing damage. The point I am trying to make is that it's clear that Ms. Schmidt is a very private person and we absolutely respect that. I could remove the fence and those hedges altogether, or trim down the overall height, but I have not so that we can continue to give Ms. Schmidt and ourselves the privacy we would both like to have. Ms. Schmidt also commented on the addition that the previous owner built over 9 years ago. She felt it was a poor use of space and that they used inferior materials. The space created by that addition is where our family spends most of our time, by far. In fact, if the previous addition was not done there would only be an ^'11' X 11' space (outside of the kitchen, 3 bedrooms, and a bathroom) to be used for a living room and dining area. This said, we agree that the layout could have been better and that the materials could have been far nicer, which is why our plans include a complete interior renovation of this space (removal of interior walls, new floors, new electric, etc.).
