The property to be subdivided is bounded by Bowman Street to the east, 17 Bowman Street to the south, 160 Jackson Street to the west, and 11 Bowman Street to the north. As a part of the subdivision, each lot is planned to have a four bedroom residence and driveway. II. Existing Water and Sanitary Sewer Utilities There is an existing horse barn located at 13 Bowman Street which is planned to be demolished as a part of the work. Municipal water service is available from the City of Saratoga Springs. A 6-inch diameter water main is located along Bowman Street. Municipal sanitary sewer service is also available from the City of Saratoga Springs. A 1-1/4-inch private sanitary sewer force main that services the existing barn at 13 Bowman Street ties into sanitary manhole approximately 100' north of the site. This force main is either SCH-40 PVC or SDR-11 HDPE per Sheet L-3 of the Proposed Horse Barn Site Plans prepared by The LA Group 8/22/2001 (Attachment 1). This manhole directs wastewater into an 8-inch city main that runs north along Bowman Street. This sanitary line eventually connects to the Saratoga County Sewer District No. 1 (SCSD), where it ultimately is directed for conveyance and treatment at the SCSD wastewater treatment plant in Mechanicville. III. Projected Water and Wastewater Flows The table below provides information on the anticipated wastewater flow rates for the project: Description Use Rate No. of Total Use bedrooms/residence (2) 4-bedroom residences 110 gpd/bedroom' 4 880 gpd Total 880 gpd Average daily flow for wastewater is estimated to be 0.6 gallons per minute (gpm)based on a 24-hour day. Estimated peak hourly flow is 22 gpm based off two pumps running simultaneously. Average daily demand for water is estimated to be approximately equal to the wastewater flow or 0.6 gpm. Instantaneous peak demand is estimated at 3.0 gpm3 for each residence giving a total instantaneous demand of 6 gpm. IV. Proposed Water and Wastewater Utilities Proposed Water Utilities To service the project, a 3/4" copper water service is proposed to connect from the north side of Lot#1 (13 Bowman Street)to the 6" municipal water main in Bowman Street. Lot#2 will reuse the exiting 1" copper water service for the existing barn which also connects into the 6" water main in Bowman Street. Connections and appurtenances, including corporation stops, trenching, bedding, and service connections will all be specified in accordance with City of Saratoga Springs and NYSDOH standards. Proposed Wastewater Utilities For sanitary sewer collection, 6" PVC sewer laterals will leave the new residences and connect into E/one grinder pumps at a minimum 2.0% slope per City of Saratoga Springs requirements to ensure adequate pipe cleansing. From the pumps, 1-1/4-inch SDR-11 force mains will carry wastewater to the existing 1-1/4-inch force main running along Bowman Street. The two lots will enter into a use and maintenance agreement for the shared force main. Typically, the E/one pump systems being used on this project discharge at 11 gpm. According to Table 3 of the E/one Design Manual (Attachment 2), for a system of 2-3 grinder pumps it can be assumed that the maximum daily number of grinder pumps operating simultaneously is 2. According to Table 6 and Table 7 of the E/one Design Manual (Attachment 3 and 4), both a 1- 1/4-inch SCH-40 and 1-1/4-inch SDR-11 are adequately sized for 2 pumps being operated simultaneously at 11 gpm.
