To the Saratoga Springs Design Review Commission, I am Marcia Krantz and I am a resident at 268 Broadway, Saratoga Springs. I have never become involved in Planning Board issues but I feel that the time is right. I understand that development is inevitable in our city. However, as the Design Review Commission, you need to consider the design planning that has not tal<en place in the conception of the building at 269 Broadway. Parking. According to the developer, the underground garage will house 70 cars. The size of the office space indicates that there could be an additional 300 workers in the building. Where are they supposed to park? The developer casually brushed this aside by saying that many of his workers walk or bike to work. That is absurd and there is no proof that 250 workers will do so. The street in front of the building is already parked to capacity on any given day. When the light turns red at Congress St, the traffic is already backed up the street all the way to the school. (See photo tal<en mid-day on a weekday). [image/jpeg:9314f1ee-e359-4495-a435-c125e0fc090d.jpg] Lower Broadway is only two lanes wide. There is no place for more cars or delivery vehicles. As it is, delivery trucks block the street on a regular basis and cars and trucks must go into the oncoming lane of traffic to get around them. In addition, there is a restaurant planned for the site. And retail! Where are patrons supposed to parl<? There is a total lack of planning. Is the city supposed to erect another parking garage to accommodate a private office? The other issue is the aquifer. Saratoga Springs was built over healthful and plentiful natural springs. It is why visitors have been coming here for a hundred years. The developer states that the water table on the considered lot is 12 feet. They plan to excavate a two story underground parking garage under the building. What will this do to the aquifer? How will the water shift? Where will there be flooding? No one knows the answers because the lot has never been excavated and good independent study of the aquifer has not been undertaken. How will this impact the school, the bank and the condo and businesses across the street? We don't I<now. Shouldn't we? I fully understand that this project does not require a zoning variance to proceed. However, it is up to the planning board and Design Review Committee to see that the project has been properly investigated and researched before approval is given. Once problems with water and parking crop up after construction, it may be too late to correct it.
