HomeMy WebLinkAbout20210757 Myrtle Street Site Plan Narrative Saratoga Hospital Morgan Street Campus Application for Site Plan Review and Lot Line Adjustment Project Narrative Following its appearances before the Planning Board on February 25, 2021 and May 27, 2021, The Saratoga Hospital is pleased to present this joint application for Site Plan Review and a Lot Line Adjustment for three parcels along Morgan Street and Myrtle Street. The Lot Line Adjustment seeks to combine the Hospital's three adjoining parcels consisting of(i) a 3.26 acre parcel known as the "Markey Estate" conveyed to the Hospital by Mr. and Mrs. DiCresce on April 15, 2014, (ii) a 14.12 acre parcel on Morgan Street known as the "large Collins parcel," and (iii) a 2.0 acre parcel on Morgan Street known as the "small Collins parcel." The Lot Line Adjustment is needed in order to develop the Hospital's lands more fully and efficiently so as to accommodate up to three new medical office buildings and the interior remodeling of the Markey Estate for use as the Saratoga Hospital Foundation. The site plan depicts three new medical office buildings on the combined 19.3 acre parcel. The Hospital seeks to commence construction of the campus in phases over the ensuing ten years with the first building— a three story 75,000 square foot medical office building—to commence promptly following approval of its plans by the Planning Board in this site plan review application. This first phase—Phase I—will include the requisite parking needed for the MOB, the installation of a community garden and the relocation of the Saratoga Hospital Foundation to the Markey Estate. The MOB will be fit up as needed with the first 40,000 square feet being readied for use at the outset with the remaining fit up being undertaken as the Hospital's off-site leases expire. It is expected that the MOB will be fully occupied by Hospital staff and its practices by 2026. The second phase of development—Phase II—will involve the construction of the smallest of the three medical office buildings. This building will be 10,000 square feet and it will be situate roughly in the middle of the 19.3 acres. This second building is expected to be fully fit up and occupied by 2029. The third and final phase will be a 20,000 square foot building—Phase III—which will be constructed in close proximity to the smaller Phase II building. This last building is expected to be fully occupied by 2031. The required parking will be provided concurrently with the construction of both Phase II and Phase III. The site plan has been developed with input from the Birch Run Homeowners Associations including representatives from both HOA-I and HOA-II. The development team has also consulted with the building and planning staffs of the City as well as the Department of Public Works. The latter provided specific input on matters including sidewalks, stormwater drainage, and impacts on the City's right-of-way. The application is accompanied by a Full Environmental Assessment Form together with a traffic study by Creighton Manning and a Phase 1B Archaeological Field Reconnaissance Report by Hartgen Archeological Associates. Representatives of both firms will be available to the Planning Board during presentations by our development team in order that the Planning Board have a full opportunity to assess their methodologies, findings and recommendations.
