Publie comments via em�il and letters are difficult ta find in the archives, and many appear to be missing, including reference to our qetition with ouer$00 si�natures collected in just 9 days last Fa�l. This raises the qc�estion of whether the Planning Board ("PB") and Design Review Commissian {"DRC") members have seen thase public comrr,ents, es�ecially as some members ha�e changed in the past year. And opportunities for the public to speak at the PB and DRC meetings have b2en scarce, despite assurances fram PB staff. ThFs has allaw�d some false impressians from the a�apl�cant to go unchallenged, such as: 1, N�si�nificant new iobs will be generated from t�is project. 7he c�nly committed tenants are the applicant's busFnesses which will vacate current offices at SS Railroad Pface. 2. The SPA Catholic "easemer�t" is for access to a walkway only, which already exists for 26Q Broadway(Death Wish Coffee}for access to their parking lot on Hamilton. The gre�n space and surface parking lot �elong to SPA Catholic. This will cause confusion for deli�eries and visitors t�the buifding's rnain entrance on t�e south side. 3. 1"he project is zero lot line on a narrow deep sloping lot and will �xtend all the way to t�e pu�lic s3dewalk. Althougi�tha� is not clear on the app9icant's sketches and architectural layouts,the ze�o-Eat fine(no setback) is unlike any neighboring buildir�g nn Broad+,vay or Hamilton. 4. The transformers are pasitioned on the 5PA Catholic property aathough�hey do not appear in the applicant's sl<etches. 5. Despite the mature trees in the sketches, no existing tree an the property can remain an this zero-lot line �raject. The beautiful 6D-foot tree on the city �roperty east of the Broadway sidewalk will mast likely be damaged and rernoved s�nless the building is set hack sufficiently. 6. Although the building acEdress is Broadway and the 70-foot height limit is based on the minar entrance in the middle of that fa�ade, fittle of the builc�ing can be accessed from Broadway. The building wial be$3 feet on the Hamilton side, rising 4-6 stories above all the neighboring buildings on Hamilton. The building will be a hal�story taller than Park Place Condorriiniums on the east side of Broadway. Park Pl�ce is setback and pancaked to greatly recEuce its�isual impact. A mechanical tower an the roof af the project will add another 13 feet. SEE EXhIIB17 1. 7. The under�round �ara�e will �e reser�ed far the applicant's business. AEI other tenants, anc�their business and retail c�astomErs will have to fincf parEcing on the street. About 24 cars currently�ark on the unde�elaped lat dur�ng the business/sc�ool week. Helium balloons#lown at the project corners & high points would help uisualize this. • Facades are mostly flat walls with ]ittie pancaEcing nr setbatl<s unli�Ce most large 5aratoga buildings. 2. Aesthetics SEE EXHIBIT2. • Glass and steel (especially in a historic neighborhood) are not the 5aratoga S�arir�gs look that attracts visitors. • �he Broadway fa4ade is nat pedestrian friendly. • f�+rerwhelming immediate reaction af petition signers: o To� big and ugly. o Does not fit with historic neighborhood. c� Reminds us af an "ac�an iiner' parked pn the lot. 3. 7raffit/Deliveries/Parkin� SEE EXH181T 3. • Hamilton ar�d Broadway have one lane in each cfireetion with �arking on both sides af street. There are no public parking lots in this neighborhoa�I. During the business wee�C,special even#s and on Sunday mornings, parking is often not easy ta find.This mas5i�e a Aroject will worsen#his problem. • Deli�ery trucks frequently block traffic while parked in the driving lane (dawntown Broadway has the advantage of two lar�es in each direction and�+ehicles can more safely get around the parked trucks). 7hey also 61ock the dri�eways of neighborhoocf buildings. Large Sysco trucks that will be deli�ering to the r�staurant wifl create an even larger probEem and are likelyto block 269 Broadway's garage entrance as well. • The main �ntrance posit�oned on the south side wilf naturally attract delivery trucks and�isitors to the SPA Catholic parking lot. Th�s may pose a h�zaed for the studen#s and staf�on their own prope�ty, 4. Lght & Noise Pallution • Significant nighttirne light pallution and noise will be created for existing resid�ntial neighbors from second-floor restaurant and the large ama�nt o#glass throughout this office building. • The sheer walf af the Broadway fa�ade will bounce and exacerbate the current traffic noise from cars and large trucks as they decelerate downhill to Congress Park. Vehicles often need to brake at the crosswalk fight at the northeast edge af the project or at the light at Congress Park. 5. Public Safety SEE EXHEBlTS� &4. • There are too many Gurb cu#s, especially on Hamilton. The increased traf{ic and deliveries resulting fram this building will dramatieally increase t#�e risk ta ue�icles and pedestrians. The risk popufation includes students at SPA Catholic, senior citiz�ns�isiting the Senior Citizen Center, health center patients and others trying to enter or exit their builcfings. • The half-submerged open air cavered wallcway on the southeast side of the main flaor is not pedestrian friendly and is a pote�tial magnet for homeless looking to camp out. • There are facilities within 1500 feet of the projects that serve chiedren,the elderly and disabled (schaol, senior center, h�alth center}. The effects on the safety of these papulations rnust be carefully researched. 6. Aquifer SEE EXHIBIT 5. • The applicant has indicated in its Environrraental Assessm�nt Part 1 E.2#ha#the pro}ect site is located o�er, or irnmediately adjoining, a principal aquifer and that the avera�e deptit of the water table is iust 12 feet! This praperty has n@�er been excavated ta the depth of a two-story unclerground garage. What impact will it have on the aquifer an�J the baserrrents a�the surrounding buifdings? 5aratoga has many examples af constructior� disturbing the springs and aquifer resultFng in flooding of neighboring basements. We need to protect the aquifer system which is part of the city water supply. We need to prqtect the springs whic� are part of aur tourism economy. 7. The public reacted�ery negatively to the massive scale and design incampatible with the historic neighbarhood. We suppart city devefopment.
