NOTICE OF DECISION
In the matter of the application

The Five Three Mixed-use Building— Demo only
53 Putnam Street
Saratoga Springs, New York 12866
involving Historic Review of the demolition of an existing I-story structure within the Transect-6 Urban
Core district, tax parcel #165.60-1-58, within the City of Saratoga Springs.
In accordance with 6 NYCRR Part 617, the Design Review Commission classifies this request as a SEQR:
El Type I action — SEQR assessment & determination:
"We have reviewed the SEQR environmental assessment form and determined that Part I is
complete. We have reviewed Part II of the SEQR form and determined that it is accurate.
Therefore, I move for the issuance of a negative declaration of environmental significance because
analysis of the information provided and presented in the environmental assessment form
demonstrates that the project will not result in any large and important impact and, therefore, is
one that will not have a significant impact on the environment.
And, in accordance with the objectives, standards and guidelines contained in the City Zoning Ordinance
Article 240-7.4 Historic Review, the Design Review Commission issues the following decision on March
6, 2019:
El Approve with the following conditions:
SEQRA determination and approval is for demolition of the existing structure only. Applicant is required
to undergo a SEQRA evaluation and review/approval for the post-demolition construction of a
replacement building.
Note: this approval shall expire 18 months from the issuance date unless any necessary building permit
has been issued and actual work begun.
Record of vote: motion to approve made by T Ehinger, seconded by L DiCarlo: passed 7-0
