Introduction•
In April of 2019, New York City passed an ambitious piece of legislation that is
focused on dramatically decreasing carbon emissions from buildings within the city.
NYC Local Law 97 of 2019 requires large and medium sized buildings to reduce
their emissions by 40% before 2030, and 80% by 2050. Anticipation of this law
expanding to the rest of the state and an eye towards environmental friendliness,
an analysis has been performed on the proposed Saratoga Office Building that will
be located at 269 Broadway, Saratoga Springs NY 12866 to project carbon dioxide
emissions. The results are as follows:
Proposed Systems•
The building, which consists of 106,700 square feet of office and mercantile space,
shall be served by the following building systems:
• LED lighting will be provided throughout the building.
• Building mounted exterior lighting.
• A water source heat pump system to provide heating and cooling to the
building.
• High Efficiency, condensing gas fired hot water heating plant to provide heat
to the system.
• A new Adiabatic Fluid Cooler for building heat rejection.
• (2) energy wheel type heat recovery units with gas fired heating and DX
cooling with hot gas reheat to provide neutral, dehumidified ventilation air to
the building.
• A new direct digital temperature control system.
• A dedicated exhaust/ventilation system will be provided for the parking
garage.
• In floor radiant heat to temper the parking garage.

• (2) Centrifugal exhaust Fans for Toilet Room exhaust.
• High Efficiency, Gas fired Condensing Domestic Water Heater system.
Emissions Calculations & Results:
The building was entered into Trane Trace 700 Load Calculation program, including,
but not limited to; location, envelope information, occupant and office equipment
data, scheduling, and proposed equipment efficiencies. As the plans currently only
reflect a building shell with limited detailing of bathrooms, stairwells, and an
elevator, some assumptions were made as follows:
• Excluding the mercantile area, the building will contain typical office occupant
density as calculated per the 2020 New York State Mechanical Code
(NYSMC).
• Excluding the mercantile area, the building will contain only typical office
equipment, i.e. computer workstations, copiers, kitchenette equipment, etc.
• Excluding the mercantile area, the building will operate with typical office
occupant schedules, with the building starting to be occupied around 7:00
am, being fully occupied from 8:00 am until 5:00 pm, and then people
filtering out after 5:00 until the following day.
• There is no potable water consumption beyond the toilet rooms presently
shown in the shell drawings.
From the entered data, Trace 700 calculated an annual energy consumption for the
electrical usage, natural gas for heating, and natural gas for potable water.
Utilizing the greenhouse gas coefficients of energy in paragraph 28-320.3.1, an
anticipated value for carbon dioxide productions in tons of CO2 from the structure
at 269 Broadway, Saratoga Springs NY 12866 was generated. That number was
then compared to the building emissions limits based off square footage and an
occupancy group of B from paragraphs 28-32.3.1, 28-320.3.2, and 28-320.3.4 to
determine compliance.

Conclusions & Recommendations:
Based off of the analysis performed, including all available data and assumptions
made, the building is projected to be compliant with NYC Local Law 97 of 2019 until
the year 2034. When we near 2035, it is recommended that another analysis be
performed on the building, as there is likely to have been alterations and changes
to the floorplans, tenants, and equipment, as well as actual utility usage
information available for analysis.
