As committed during the meeting, we also took an objective look at the remaining portions of our design, taking into consideration comments raised during previous meetings and conducting a comparative analysis of approximately 300 local homes. We hope that providing this data and analysis, as well as our planned presentation, in advance of next week's meeting will allow for the most productive and informed conversation regarding our application. This study and comments received from members of the Board led to changes in our application. Mr. Ingram studied more than 100 homes in close proximity to 207 Nelson Ave. From this sample, a majority of homes in the East Side Area have a garage. In addition, similarly situated historic homes in prominent locations throughout the Historic East Side Area feature garages with a connector. A listing of more than 20 homes with connectors between a garage and home is provided in Appendix-A. Study 2: Neighborhood Driveways This study supported two efforts: 1. Determine appropriateness of existing driveway width and material, and 2. Serve as a baseline data set to compare with driveways in Saratoga's Suburban- Residential Districts 1 and 2 A sample size of 77 driveways in the East Side Area were measured and details documented. To provide appropriate context and comparison, the review included homes along Nelson Avenue approximately 1/4 mile north and 1/4 mile south of 207 Nelson Ave (i.e., between Lake Avenue and Union Avenue). In addition, homes within 500-600 feet east and west of our property (i.e., homes located between Ludlow St. and Court St.)were also included in the study. The curb cut, driveway area, and material at 207 Nelson Ave were found to be appropriate. This study informed proposed landscaping that will reduce any perceived substantiality of the driveway. Tool: Lufkin Duel Wheel Rolling Measure Data: Please See Appendix- B Study 3: Homes in Urban-Residential Districts 1-3 Our home is located in Urban-Residential District 3. Homes in our immediate neighborhood are in the Urban-Residential Districts 1, 2, and 3.The proposed design for an attached garage located at 207 Nelson Ave has been referred to as a suburban, not urban, design. Studies 3 and 4 sought out suburban homes to understand, in the context of our city, how homes with attached garages differ between urban and suburban neighborhoods. Mr. Ingram studied more than 100 additional homes in Saratoga Springs's Urban Residential Districts 1, 2, and 3. A majority of homes have a garage. Similar to homes in the Urban-Residential District 3, it is common for garages to be attached to the main home. A majority of homes: • Presented the garage as a part of the primary structure, • Incorporated living space above the garage, and/or • Presented the garage as the structure/facade closest to the street. No suburban home featured a garage notably recessed from the facade of the primary structure similar to homes found in Urban-Residential Districts 1, 2, and 3 and the proposed design for 207 Nelson Ave. All homes visited used asphalt or pavers as the curb cut and/or driveway material. During this time, we received neither complaints nor notification that the project fell within the DRC's purview by any City employee, DRC member, or neighbor. We were not made aware of the connection to DRC until our sketch discussion 2 years after work was completed and 6 years since we first spoke with the City. • A 36' segment of walkway and a drip edge have existed for decades along the north side of the house. The drip edge is part of a much larger and longer segment of concrete that runs along the north, west and south sides of the structure. • Observation: While there have been extensive edits to the Permit Application for Street Opening and/or to Construct, Maintain or Repair within the Right-of-Way since 2015, the current version still does not reference the DRC, historic districts, nor architectural districts. Design Review Commission I July 21, 2021 Property: 207 Nelson Avenue, Saratoga Springs The Connector What We Heard • Past and current DRCs have approved garages connected to the primary structure, but only when the connector is exclusively a passageway. • The roofline of the connector should be lower than the garage to distinguish it as separate. Updates to Application • The footprint of the connector was reduced by removing the previously proposed rear laundry area, while the street-facing façade remains in line with previous DRC feedback. • The connector roofline was lowered and the material was modified to metal, the same as the current and future front porch roof, to further distinguish the garage from the home and the connector as non- living space. The driveway is not similar to those observed in Suburban-Residential Districts 1 and 2. • Additionally, a portion of the existing walkway within the front yard set back will be removed — reducing the total width of concrete within the front yard set back by 21 %. Why this Works • Artist rendering clarifies our intent to add landscaping and vegetative screening similar to surrounding properties. Once established, this investment will mitigate the perceived size and scale of the driveway. • The curb cut is both an allowable width and narrower than the average in the neighborhood.
