RE: 59 Franklin Street—New Construction
i..‘
Dear Steve,
. i
— ,
The Saratoga Springs Preservation Foundation has reviewed the materials submitted for a
Design Review Commission advisory opinion on the proposed subdivision of the lot at
59 Franklin Street and the concept drawings for the proposed single-family residence.
Board of Directors The Greek Revival style house located at 59 Franklin Street was constructed circa 1830
MattheEVeiteh and is a contributing building to the West Side Historic District listed on the National
w .
President Register of Historic Places. This house and the residence at 63 Franklin Street are two of
the best examples of the vernacular Greek Revival style in Saratoga Springs. This
James Gold
Vice President district's period of significance, 1840s to the early 1900s, incorporates a variety and
architectural styles ranging from the Greek Revival style to the later period's Queen
Linda Harvey-Opiwk Anne,Italianate, and Second Empire styles.
Treasurer
Alicia Czwenvinski The Foundation does not object to the subdivision of the lot. However, the Foundation
Secretary
has concerns about the proposed single-family residence. Per the Historic District Design
Caroline Cardene Guidelines for New Construction —New Buildings:
Cynthia Corbett
Brennan Drake
Adam N.Favro • Architectural styles for new construction should reflect and represent the period
Liz Israel in which it was built. The style of new construction should be compatible with
Samantha Kercull
surrounding buildings, but should not give the false impression of being historic.
Douglas Kerr
Richard King Construction methods and materials can differentiate new construction from
Michelle Paquette-Dmel historic structures.
Cindy Spence
Bill Willard • The placement and orientation of new buildings should be consistent with
Meredith Wooliord neighboring buildings. Maintaining a consistent streetscape and façade setback
is recommended.
James Kettlewc11 • Building mass should be appropriate to the size of the lot. A large lot can
emeritus generally accommodate a larger structure, while a small structure is more
appropriate for a smaller lot.
• Building height and scale should be consistent with the existing streetscape and
Samantha Bosshart
neighboring building patterns. Historic streetscapes often have a variation in
Executive Director
building scale and massing that contribute to the visual interest and unique
historic character of the street. Variation is promoted. but extreme difference
should be avoided.
• New construction materials should be compatible with and complement the
surrounding historic buildings. Contemporary materials may be used provided
they do not negatively impact historic character of the neighboring buildings.
The use of vinyl is discouraged.

The Foundation objects to the design of the proposed house. It too closely mimics 59
Franklin Street and has the potential to give the false impression of being historic. The
design should be compatible with and take cues from the surrounding buildings, but
should not duplicate historic styles. It does not reflect and represent the period in which it
is built,2018. An attached garage is not compatible with the district; it should be a
separate structure.
The Foundation respectfully requests that you take these concerns into consideration
when reviewing of this application.
Sincerely,
144,
aittiv_
