4. DESIGN GUIDELINES:
The Design Review Commission will evaluate whether the proposed action (construction, alteration or
demolition) is compatible with existing structures and surrounding properties using the following criteria:
• Height--consistent with historic form and context of site and surrounding properties
• Scale—relationship of structure and its architectural elements to human size, form, perception
• Proportion— relationship among building elements including front façade, windows, and doors
• Rhythm—pattern resulting from repeating building elements such as door/window openings, columns,
arches, and other façade elements
• Directional Expression--compatibility with horizontal &vertical expression of surrounding structures
• Massing&Open Space—relationship of structure to open space between it and adjoining buildings
• Setback—compatibility with surrounding structures
• Compatibility of the following with surrounding structures/properties:
- Major building elements (storefronts, doors, windows, roof)
- Building materials
- Color—(in non-residential zoning districts only)
5. DECISIONS:The Design Review Commission may approve, approve with conditions, or disapprove an
application.The DRC may impose appropriate conditions and safeguards in connection with its approval
including nature/quality of materials, manner of construction, and design. An applicant may appeal a denied
DRC application on the grounds of hardship.
Application approvals shall expire within 18 months of approval unless the project has sufficiently commenced
(i.e. building/demolition permits obtained and construction/alteration begun). Applicants may request up to 2
extensions if requested before expiration date of prior approval.
6. SUBMISSION DEADLINE: Check City's website (www.saratoga-springçg) for application deadlines and
meeting dates.
7. APPLICATION FEE: Make checks payable to the "Commissioner of Finance" and attach to top of original
application. Fees are non-refundable.

SUMMARY of DEMOLITION WORK
53 Putnam Street Redevelopment Project
Saratoga Springs, NY
The existing building is scheduled to be demolished starting on March 12, 2019.
Demolition is a necessary first step to commence the remediation plan and eventual
construction of a new structure that will occupy roughly the same footprint as the
existing building. Over the last few years the building deterioration has advanced
significantly, requiring structural shoring to prevent potential collapse and maintain site
safety. Rather than invest in further stabilization strategies, the development team has
determined the timing is now right to proceed with building demolition. The building
itself has little to no remaining historic value. It is structurally compromised due to its
age, construction type and lack of maintenance over the years. The remediation of
contamination requires removal of the building.
Demolition Operations
The work will commence with the removal of the structure working from the front roof
down to grade and moving to the rear of the site. The site will be secured with six foot
tall temporary chain link construction fencing with a lockable gate at Putnam St. Access
to the Right of Way on the north side of the site will be restricted during the period of
demolition to maintain safety and make room for removal equipment. Surrounding
property Owners will be notified of the demolition operations in advance of the start of
the work.
Once the structure is demolished to grade level, the existing masonry foundations will
remain until such time as excavation begins for the remediation and proposed new
structure. All demolition debris will be removed from the site in regular daily intervals.
The existing slab was removed before the current development team began their
efforts to redevelop the site. Once the building is down, the existing exposed dirt floor
will remain at the Putnam St. sidewalk elevation, more or less flat and graded smooth.
Some amount of#2 crushed stone will also be exposed.
Project Sequencing
The proposed project is currently in design and a separate DRC and Planning Board
application will be submitted in the coming weeks. Demolition is scheduled to begin
March 12th, pending DRC approval. Demolition operations are expected to last 4-6
weeks depending on weather.
Once the building is removed the site will be graded smooth and perimeter secured and
will remain that way for several months while the project team finalizes the
remediation work plan with NYSDEC. Upon approval of the remediation work plan,
expected later this spring, remediation operations will commence.

Remediation involves the removal of contaminated soil and injection of chemicals to
neutralize residual organic compounds left after soil extraction. The goal is to time the
remediation work, while the building permit application is being reviewed, so initial
foundation excavation can commence once the contaminated soil is removed and limit
the amount of time an open pit will exist on the site before new foundations can be
installed.

SUMMARY OF ENVIRONMENTAL INVESTIGATION AND REMEDIATION
53 Putnam Street Redevelopment Project

Saratoga Springs,NY
The 53 Putnam Street Site (Site) was accepted into the Brownfield Cleanup Program (BCP) by the New
York State Department of Environmental Conservation (NYSDEC) on May 16, 2017. The BCP was
developed and adopted by NYSDEC to encourage cleanup and redevelopment of environmentally
impaired properties to benefit NY communities. Comprehensive investigation and remediation is
required once a site is accepted into the BCP.
The process of investigating and remediating the Site is performed under the direction of the NYSDEC,
with approvals at specific milestones during the process, leading to issuance of a Certificate of
Completion by the agency. A repository of important environmental investigation and remediation
documents is maintained at the Saratoga Springs Public Library, in accordance with the BCP. The
following sections describe the investigation completed to date, and the anticipated remediation for the
Site.
Remedial Investigation:
A comprehensive investigation of the Site was completed in December 2018 to define the nature and
extent of environmental impacts that may require remediation. The investigation was completed in
accordance with a Remedial Investigation Work Plan approved by the NYSDEC. The Remedial
Investigation Report is currently being prepared and is expected to be submitted in March 2019 for
approval by the NYSDEC.
Site Remediation:
A Remedial Action Work Plan(RAWP) is being prepared to propose remedial measures to be undertaken
to address environmental impacts at the Site based on the results of the remedial investigation. Building
demolition is scheduled for March 2019 and is one of the first steps to remediate the Site. Removal of the
building will allow the access necessary for implementation of remedial measures. Remedial measures
are anticipated to include a combination of excavation/off-site disposal of impacted soil to a depth of
approximately 5 feet (i.e., above the water table), and injection of Hydrogen Releasing Compounds
(HRC) and Oxygen Releasing Compounds (ORC) to degrade residual contamination below the water
table,based on the current understanding of the environmental impacts.
The NYSDEC will issue a "Decision Document" describing the approved remedial measures following a
public comment period for the RAWP. Remediation will be implemented after the Decision Document is
issued by the NYSDEC. The Site will be available for redevelopment and construction as soon as the
remedial actions have been completed.
Remedial actions undertaken in accordance with the RAWP are documented in a Final Engineering
Report and Site Management Plan, the latter of which describes any engineering controls or monitoring
that continue after the Certificate of Completion is issued.

Brief Description of Proposed Action(include purpose or need):
Demolition of the existing 9,179 square foot one-story concrete block building is proposed as an initial phase of site remediation. The existing building is in
disrepair and has been temporarily stabilized to prevent collapse. Upon demolition of the existing building,environmental remediation will commence,
consisting of removal of soil and in-situ treatment of groundwater(please see attached narrative for full description). This Action seeks City approval of the
demolition of the existing dilapidated building as the structure is located in the Historic Overlay District and/or City approval of demolition of certain
structures requires site plan approval. The remedial action work plan and the environmental review of the remediation is within the purview of the
NYSDEC under the Brownfield Cleanup Program.
This Action does not include the redevelopment of the Property which is the subject of a separate concurrent review. Approval of this Action does not
commit the City or its agencies to approval of the proposed redevelopment. Stated differently,the remediation of the Property is not dependent on the
approval of a redevelopment plan for the Property.
