ADVISORY OPINION
In the matter of the application
#20210501
19 Washington Street Development
365 Broadway
Saratoga Springs, New York I 2866
involving an advisory opinion and SEQRA input to the Lead Agency on the proposal for a 200,000 sq. ft.
mixed-use building, including 90 residential units and 3 I hotel rooms within the Transect-6 (T-6) district,
tax parcel #I 65.67-I-I 4, within the City of Saratoga Springs.
Following initial discussion on this matter on May 5, 202 I, the Commission was presented with revised
materials on June 16, 2021 and issues the following opinion for consideration:
• The overall mass and scale of the proposal is appropriate, with the exception that there are still
concerns with the back portion of the building and how it interacts with the parsonage. The DRC
would like to see the work continue to ensure that the parsonage is emphasized and stands on its
own.
• The Design Review Commission does not feel that the proposed demolition of the wood addition
behind the parsonage or the existing candy store negatively impacts the historic resources or
character of this new evolving neighborhood.
• The DRC is happy to see that the applicant is taking a close look at the pedestrian experience and
working hard to address that and make it work. The DRC would encourage the applicant to
continue to do so. There is an opportunity to potentially expand the storefront frontage along the
ground floor. The design of the ground floor service wall of the Eastern most addition should
continue to be explored. Additionally, the DRC has expressed strong concerns about the ramp
and service entrances being on a primary fa�ade and their interaction with the street.
