The project site is located within the northwestern quadrant of the intersection of Ash Street and South Franklin Street in the City of Saratoga Springs, New York. The proposed site development includes the construction of a single-family dwelling on a vacant portion of the 0.28+/-acre parcel. The project site is currently in the service districts for City of Saratoga Springs Water and Sewer and therefore is proposing the service connections from the City of Saratoga Springs sewer collection system and water distribution system to serve the proposed dwelling. This narrative presents a review of the design concepts and parameters of the sanitary sewer connection and the water service connection for the proposed single-family home. 2.0 Existing Conditions The existing project site consist of a single parcel of approximately 0.28+/- acres (12,196+/-SF). The owner is proposing to subdivide the parcel into two lots of 5,778+/-SF and 6,272+/-SF, respectively. Two existing single-family dwellings will be located on the 5,778+/- SF parcel (37&39 Ash Street), and the proposed home will be constructed on the 6,272+/-SF parcel (35 Ash Street). The property contains 2 existing two story residential structures and a section of undeveloped landscaped yard (6,272+/-SF). There is an existing concrete retaining wall located along the property frontage, Ash Street. The proposed lot would include a garage located at the rear of the property to be accessed from Ashton Lane. The existing yard topography is generally flat with a slight pitch toward Ash Street. Elevations at the site vary between 317 and 319 feet above sea level. 3.0 Sanitary Sewer The proposed project will be served by individual sewer services connecting to the existing gravity sewer main located within Ash Street. A new 6" PVC SDR 26/35 sewer later is proposed to connect the proposed house to the 10" sanitary sewer located within Ash Street. 2 900 Route 146, Clifton Park, New York 12065 phone (518)371-7621 - fax (518)371-9540 e-mail: info©edpllp.com eCIDENVIRONMENTAL DESIGN PARTNERSHIP,'LLP. sisal envirc 3.1 Hydraulic Loading The proposed development will consist of 1 Single Family dwelling unit. Based on the Upper Mississippi River Board of State Public Health & Environmental Managers publication "Recommended Standards for Wastewater Facilities" (Ten State Standards — Wastewater) the hydraulic loading rate of 100 gallons per day per capita was used to calculated the estimated wastewater loading from the project site. The wastewater loading rate for the project was calculated as follows: • Number of Units = 1 • Number of persons per dwelling = 2.13 (2010 Census data for Saratoga Springs, NY) • Estimated Number of People = 2.13 x 1 = 3 people • Average Daily Flow = 3 x 100 gal/day/cap = 300 gallons per day • Peaking Factor = 4 • Peak Hourly Flow Rate = <1.0 gpm 3.2 Existing Sanitary Sewer The proposed 6-inch PVC sewer lateral will convey flows to the existing 10-inch sewer main located within Ash Street. This 10-inch gravity main is currently owned and maintained by the City of Saratoga Springs and has a capacity of greater than 600 gallons per minute. The proposed peak hourly discharge from the site will be on the order of 1.0 gallons per minute which will be well within the carrying capacity of the existing sewer. The City of Saratoga Springs conveys flows to the Saratoga County Sewer District#1 trunking and Wastewater Treatment Plant (WWTP). The theoretical daily discharge from the proposed project (300 gallons per day) is well within the Saratoga County Sewer District #1's trunking and treatment capacity. 4.0 Water The proposed project will be served by a proposed individual water service extending from the existing water main located on Ash Street (existing water main in-line valve located in street in front of property). The new water service lateral will consist of a 1" Type K copper service with a curb stop located at the property line. 3 900 Route 146, Clifton Park, New York 12065 phone (518)371-7621 - fax (518)371-9540 e-mail: info@edpllp.com ENVIRONMENTAL DESIGN eCID PARTNERSHIP,'LLP. sisal envirc 4.1 Water Consumption It is anticipated that the water consumption for the proposed single-family home will be relatively equivalent to the hydraulic loading rate for the sanitary sewer. Per Section 3.1 of this report the theoretical water consumption for the project is on the order of 300 gallons per day. 4.2 Operating Pressures The hydraulic grade line of the City of Saratoga Springs water distribution system is on the order of 495 feet above sea level. The proposed project site has a proposed grade elevation of 320+/- feet (assume worst-case, two-story house high service shower head 340+/- feet) above sea level. Based on these elevations the static pressure at the second story shower head of the proposed home to be on the order of 65 psi during normal operating conditions. 5.0 Summary The proposed project will include service connections to the existing City of Saratoga Springs sanitary sewer collection system and water distribution system in order to serve the proposed single-family home. Both the City of Saratoga Springs water system and sewer system have the capacity to serve the proposed project. Prepared by: The Environmental Design Partnership, LLP Cefilis , /161 Charles D.
