Project Description The 62-64 Excelsior Avenue project is located 250 feet south of the intersection of East Avenue and Excelsior Avenue and consists of a proposed renovation of an existing autobody repair shop and on-site pavement improvements. As a part of the work, the autobody repair shop will be renovated to operate as a restaurant with 40 seats. The southwest side of the existing building will remain as an auto part store with 2 employees. II. Existing Water and Sanitary Sewer Utilities The existing building currently has a sanitary lateral that connects to a 20" main on Excelsior Avenue, which is owned by the Saratoga County Sewer District No. 1 (SCSD). This main runs northeast -southwest along Excelsior Avenue. The existing building currently has water service from the City of Saratoga Springs, which enters the west side of the building off Excelsior Avenue. This existing water service is planned to be turned off at the corporation stop and cut. A hydrant flow test was conducted on April 24, 2013 at the intersection of Marion Avenue and Excelsior Avenue. The flow test indicated static pressures of 102 psi and a residual pressure of 98 psi with the hydrant flowing at 1,570 gallons per minute. The theoretical available fire flow at 20 psi is 8,021 gallons per minute. See Attachment A for hydrant flow test information. III. Projected Water and Wastewater Flows The table below provides information on the anticipated wastewater flow rates for the project: Description Use Rate Restaurant (40 seats) 35 gpd/seatl Store (2 Staff) 15 gpd/employeel Total Total Use 1,400 gpd 30 end 1,430 gpd Average daily flow for wastewater is estimated to be 3.0 gallons per minute (gpm) based on an 8 -hour day. Estimated peak hourly flow is 12.6 gpm (4.2 x average).2 Average daily demand for water is estimated to be approximately equal to the wastewater flow or 3.0 gpm. Instantaneous peak demand is estimated at 42 gpm3. For the purposes of input into the City of Saratoga Springs water model, we offer the following estimated water demands for the project: • Average Day Demand is 3.0 gallons per minute (GPM) over the 8 -hour period. • Max Day Demand is 6.0 gallon per minute (GPM) based on twice the average. • Peak Hourly Demand is 12.6 gallons per minute (GPM) based on 4.2 times the average. • Fire Flow Demand is 1,000 gallons per minute (GPM) per ISO guidelines. IV. Proposed Water and Wastewater Utilities Proposed Water Utilities To service the project a 4 -inch lateral is proposed to provide water service from the 20" main on Excelsior Avenue via a wet tap. It is anticipated that the renovated portion of the existing building will have fire protection via a fire sprinkler system. The outside shut-off valve will be on Excelsior Avenue. The nearest fire hydrant is located on the west side of Excelsior Avenue approximately 240 feet southwest of the project site. For a building protected by an automatic fire sprinkler system, the ISO states: "The NFF for commercial occupancies protected by an automatic fire sprinkler system installed in accordance with the general criteria of NFPA 13R, Standard for the Installation of Sprinkler Systems, is the demand at the base of the automatic sprinkler riser" and inside/outside hose stream. Using the formula given by ISO, the NFF for this facility is 1,000 gpm. Connections and appurtenances, including mechanical joints, gate valves, thrust blocks, trenching, bedding, service connections, as well as testing and disinfection will all be specified in accordance with City of Saratoga Springs and AWWA standards. Proposed Wastewater Utilities The existing sanitary lateral is planned to be protected and remain in place to service the building. There will be a 50 gpm interior grease trap inside the restaurant space. Notes 1. From Table B-3 NYSDEC Design Standards for Intermediate Sized Wastewater Treatment Systems. 2.
