Dear Mr. Falvey,
VHB has conducted a traffic evaluation to assess the potential traffic impacts associated with the
proposed development at 65 Beekman Street in the City of Saratoga Springs, New York
The letter includes an evaluation of the peak hour site trip generation and comparison to industry
guidelines.As detailed herein,the proposed project is expected to have minimal impact on local traffic
operations.
Site Location and Proposed Development
The project site, as shown in the Google aerial image, is located in the southwest quadrant of the
Beekman Street/Oak Street intersection and is bound on the west by Western Alley. The site is currently
occupied with a two-car garage with access via a curb cut on Oak Street. The proposed project includes
maintaining the two-car garage and curb cut and construction of a building with two residential units and
a maximum of 1,200 square feet (SF) of first floor commercial/retail space. An architectural Site Plan &
Notes prepared by SD Atelier Architecture LLC is attached to this letter.

Existing Conditions
Beekman Street is a local City street providing one-way southbound access between Washington Street
(NY Route 29) and South Franklin Street in the project vicinity. Beekman Street is a two-way roadway
between Washington Street and Church Street(NY Route 9N). The following on-street parking is
provided on Beekman Street:
• Twenty-four-hour on street parking is provided on the east side of the roadway on Tuesday,
Thursday,Saturday, and Sunday and on the west side of the roadway on Monday,Wednesday,
and Friday between Oak Street and South Franklin Street.
• On-street parking is restricted to two-hour parking between 9:00 AM and 6:00 PM on the block to
the north of the site between Oak Street and Grand Avenue. Outside of the daytime hours, 24-
hour parking is allowed with the same daily alternating parking as bulleted above.
• Unrestricted on-street parking is provided on the west side of Beekman Street on the block
between Grand Avenue and Washington Street.
Between King Lane and Grand Avenue sidewalks are provided on both sides of Beekman Street. Between
Grand Avenue and Washington Street and King Lane and South Franklin Street,sidewalks are provided on
the west side of the roadway. At the Beekman Street intersections with Ash Street, Oak Street, Grand
Avenue, and Washington Street marked crosswalks are provided on all four intersection approaches. The
city speed limit of 30-mph applies to Beekman Street.

Oak Street is a local City street extending in an east-west direction between Hyde Street and South
Franklin Street,with one-way eastbound travel between Birch Street and South Franklin Street.Sidewalks
are provided on both sides of the roadway with the exception of about a block and a half on the west end
of the roadway near Hyde Street where sidewalks are not provided on the south side of the roadway.
Marked crosswalks are provided on all four intersection approaches at the Oak Street/Elm Street and Oak
Street/Beekman Street intersections.A marked crosswalk is also provided across the south leg at the
South Franklin Street intersection.The city speed limit of 30-mph applies to Oak Street. The following on-
street parking is provided:
Unrestricted on-street parking is provided on both sides of the roadway between Hyde Street and
Walnut Street
Twenty-four-hour on street parking is provided on the south side of the roadway on Tuesday,
Thursday, Saturday, and Sunday and on the north side of the roadway on Monday,Wednesday,
and Friday between Walnut Street and South Franklin Street.
Transit service is not provided in the immediate study area; however,the Capital District Transportation
Authority(CDTA) provides service in the City of Saratoga Springs. The nearest bus stops are located north
of the project site on Church Street(NY Route 9N).
Site Generated Traffic Volumes
To estimate the site-generated traffic,the Institute of Transportation Engineers' CITE) publication Trip
Generation, 10th Edition1 was utilized.The number of vehicle trips generated by the proposed project was
estimated based on ITE Land Use Code (LUC) 220 Multifamily Housing-Low Rise and LUC 820 for
Shopping Center.A summary of the trip generation estimate is provided in Table 1.The trip generation
evaluation focuses on the weekday morning and afternoon peak hours which coincides with peak
commuter travel periods and represent the highest travel periods at the proposed mixed-use
development as well as on the adjacent roadway network.

Based on the peak hour trip generation projections outlined in Table 1,the proposed project is expected
to generate 2 vehicle trips during the AM peak hour(1 entering and 1 exiting) and 7 vehicle trips during
the PM peak hour(3 entering and 4 exiting).The site generated trips are substantially less than the New
York State Department of Transportation (NYSDOT) and ITE vehicle thresholds of generating 100 vehicle
trips on a single intersection approach for determining the need for off-site intersection analysis.These
agency thresholds were developed as a tool to identify locations where the magnitude of traffic
generated has the potential to impact operations at off-site intersections and screen out locations that do
not meet the threshold and are therefore unlikely to require mitigation.The very low magnitude of traffic
generated by the site will be accommodated for by the adjacent roadway network.
It is noted that the site is located in a walkable community within the Beekman Street Arts District where
commercial, retail,and restaurant land uses are scattered throughout the neighborhood. It is anticipated
that the commercial/retail space will be occupied by a user consistent with the character of the
neighborhood and its walkability which is expected to result in a high percentage of walk-by traffic and
not destination traffic to the site that would arrive via a vehicle. Therefore,the trip generation estimate
above is a conservatively high estimate of the potential peak hour trips associated with the
retail/commercial component of the site.
Parking
Off-site parking for the two residential units will be provided via the existing two-car garage and two
additional parking spaces in front of the garage.
Parking for the commercial/retail space at the site will be provided via the available on-street parking on
Beekman Street and Oak Street as well as other neighboring streets with on-street parking such as Ash
Street, Elm Street, and Grand Avenue. As shown in Table 1,the peak hour trip generation represents a low
number of visitors anticipated at the small commercial/retail building with one patron during the AM peak
hour and two or three patrons during the PM peak hour. The low volume of traffic will be accommodated
for by the on-street parking provided within the neighborhood. As noted above,the commercial/retail
tenant is anticipated to be one that fits within the neighborhood character with much of the business

anticipated to be walk-by traffic and not destination traffic arriving and departing via vehicles specific to a
visit only to the site. This mixed-use neighborhood character will result in less vehicular traffic in the
neighborhood specific to the site reducing the on-street parking demand associated with the project site
in the neighborhood.
Conclusions
As shown in the above evaluation,the site will result in a very low volume of traffic generated on the
adjacent roadway network. Parking for the tenants of the two residential units will be accommodated for
with two spaces in the on-site garage and two driveway spaces. Parking demand for the
commercial/retail space will be low as it is anticipated that much of the traffic to the site will be walk-by
traffic from patrons already in the neighborhood. Destination travel to the site will result in a small
parking demand that can be accommodated for via the numerous roadways in the neighborhood with
on-street parking.
