Engineering Review of Site Plan application—2st Submittal

Dear Mr.Wales:
The LA Group is in receipt of comments from Chazen Companies, dated February 2nd, 2019. The following are responses
to the comments.
Water Sewer Engineering Report
Comment 1: The report should include a discussion addressing existing wastewater flow rates and whether rates are
anticipated to increase as a result of the proposed project. Please revise the report to discuss this and
provide a letter from Saratoga County indicating that they can accommodate the additional flows from
the proposed development.
The LA Group indicated that a Request for Review Form was submitted to the SCSD and that
additional flow rates were approved. Please submit to the City documentation from SCSD indicating
such, for the record.
Response 1: The SCSD contact the LA Group regarding this request and a verbal agreement to the permit
was received. The SCSD did not provide documentation indicating that.
Survey
Comment 3: Please provide a signed and sealed copy of the boundary, topographic and utility survey, prepared by
Thompson Fleming Land Surveyors, P.C.
The LA Group indicated that a signed and sealed survey will be submitted with the final plans.
Response 3: A signed sealed copy of the survey will be provided with the final plan set.
Comment 4: Existing water, sewer, electric and gas(if any)services are not shown. Please indicate.
The LA Group indicated that the location of existing underground utilities are not known. It's
recommended that the approximate/assumed locations be indicated and a note calling for the
removal/abandonment, etc., be added to the plans along with appropriate termination
requirements.
Response 4: A note has been added to the survey and is present on the Site Prep and Demo plan.
Comment 5: The survey identifies an existing 15'wide sewer easement to the Northern neighbor-is there a sewer
main located within this easement?
The LA Group indicated there is a force main connecting to the existing sanitary main. It appears as if
the approximate location of the force main is shown, but it is not labelled as such. Please confirm and
label accordingly. We are concerned with potential impacts to this force main.
Response 5: The force main location is shown on the survey.
Comment 8: Please indicate that date that the field was performed and whether the underground utilities shown
(particularly those without surface features)were located or are based on record data.
The LA Group indicated that the final survey will be updated to include how the utilities were located.
Response 8: The surveyor will include how the utilities were located on the final survey.
Site Plans
Comment 24: Please indicate the location of the proposed transformer, route of electric services and the meters along
with any landscape/screening proposed.
The LA Group indicated that the electric and gas meter locations will be shown on the final building
plans, however, the location of the proposed transformer and route of electric services was not
addressed. The location of the proposed transformer and routes of electric services should be indicated
on the Final Site Grading, Drainage, and Utilities Plan, sheet L-3.0, and screened appropriately from
neighboring properties.
Response 24: The electrical service will be served from a pole mounted transformer off the pole which exists
in the ROW. The location of the electrical lines serving the building will be documented on the
as-built drawing.
SWPPP
Comment 27: According to the NYS Stormwater Management Design Manual (SWMDM), Porous Asphalt Pavement
shall have a 4"-8"thick choker course of No. 57 stone and an 8"-12"thick filter layer consisting of No. 2
stone. The Porous Asphalt detail provided on sheet L-6.0 only provides 1"for the choker course,which
is not consistent with the SWMDM. Please update the detail accordingly.
The LA Group indicated that they have had success with the section depicted on their plans on other
projects and that other states indicate the choker layer is optional, or only a depth of 1" is required
... and that the proposed design is similar to the Minnesota and FHWA design guidelines.
Since this is a deviation from NYS SWMDM requirements, it is recommended that the LA Group submit
documentation from NYSDEC indicating this is an acceptable alternate. Otherwise, we cannot
recommend approving the design at this time.
Response 27: Correspondence regarding this issue was exchanged with Tim Wales and the design has been
approved as shown.
Comment 29: Please revise the subcatchment symbols on the watershed maps to match the symbols used in the
HydroCAD model and label the infiltration trenches, and porous pavement nodes accordingly on the
plans.
The LA Group indicated that the watershed maps have been revised accordingly, however, a revised
SWPPP with the updated maps were not submitted. We recommend that the final SWPPP be
submitted to the City for the record.
Response 29: The watersheds map will be included in the final SWPPP.
