It is very important that the Planning Board study SEQRA rules carefully. The hospital has described in detail the first building on Morgan Street, but when asked more detail about the other three buildings, Mr Jones was evasive and stated "we don't really know IF or WHEN we will build the rest. We might not even need them". The tendency is to build to the maximum permitted, thus SEQRA law requires that the review should be based on the most intensive uses allowable. The limited sketch Mr Jones presented is considered "segmentation" and goes against SEQRA intent. 2. The word "Hospital Expansion" is misleading. The project consist of a large complex of business offices. It is not a hospi- tal facility. The hospital makes a large profit on outpatient ser- vices, especially from Medicare payments. Based on proximity to the hospital, it can bill Medicare at a much higher rate. They refuse to consider other alternatives. It is bad city planning. There is no infrastructure to support such a massive develop- ment. The streets leading to the area are two-lane busy city streets that cannot take more traffic. It will cause a massive amount of water runoff that will flood the homes in the lower ar- eas. 3. There is a new awareness of climate change, which is also addressed in the SEQRA handbook. The destruction of over 200 trees (100+years old) is irreversible, with yet another green area covered by concrete for the sole purpose of higher profits. 4. Please keep in mind that you represent the interests of the community, not the developers, or the hospital, or the city coun- cil. If this project is approved, the effects will take 2,3 or five years to appear, and unfortunately, the next generation of Saratogians will not enjoy the same beautiful city we have now.
