1.0 Introduction
Ballston Ave Partners, LLC is proposing to develop an approximately 1.37 acre parcel of land
with 18 townhouse units. The project site is located within the northeastern quadrant of the
intersection of Ballston Avenue and Finley Street in the City of Saratoga Springs, New York. The
proposed site development includes the construction of a private access road, townhouse
units, driveways and sidewalks.
The project site is currently in the service districts for City of Saratoga Springs Water and Sewer
and therefore is proposing the extension of the City of Saratoga Springs sewer collection
system and water distribution system to serve the proposed project. This narrative presents a
review of the design concepts and parameters of the sanitary sewer collection system and the
water distribution system for the proposed development.
2.0 Existing Conditions
The existing project site consist of three separate parcels with three existing building and
associated driveways and parking areas that will be removed. The existing project site also
contains wooded areas throughout. The topography of the land consists of drainage towards
Ballston Avenue and toward and existing alley along the eastern side of parcels. The typical
slopes range from 1% to 20%. Elevations at the site vary between 311 and 325 feet above sea
level.
3.0 Sanitary Sewer
The proposed project will be served by a proposed gravity sewer collection system to be
located onsite that will connect to an existing 10 -inch gravity sewer located on the eastern side
of Ballston Avenue.
3.1 Hydraulic Loading
The proposed development will consist of 18 Townhouse units. Based on the Upper Mississippi
River Board of State Public Health & Environmental Managers publication "Recommended
Standards for Wastewater Facilities" (Ten State Standards — Wastewater) the hydraulic loading
rate of 100 gallons per day per capita was used to calculated the estimated wastewater loading
from the project site. The wastewater loading rate for the project was calculated as follows:

• Number of Units = 18
• Number of persons per dwelling = 2.13 (2010 Census data for Saratoga Springs, NY)
• Estimated Number of People = 2.13 x 18 = 39 people
• Average Daily Flow = 39 x 100 gal/day/cap = 3,900 gallons per day
• Peaking Factor = 4
• Peak Hourly Flow Rate = 11 gpm
3.2 Proposed Sewer Collection System
The proposed sanitary sewer system on-site will consist of approximately 350 linear feet of 8 -
inch PVC gravity sewer with three manholes. The proposed 8 -inch sewer main will have a
minimum pipe slope on the order of 0.5%. which results in a maximum allowable flow rate on
the order of 500 gallons per minute.
The proposed onsite sewer will be offered for dedication to the City of Saratoga Springs upon
completion of construction. All gravity sewers will be designed and constructed in conformance
with the City of Saratoga Spring, Saratoga County Sewer District #1 and the Ten State
Standards — Wastewater.
3.3 Existing Sanitary Sewer
The proposed 8 -inch sewer to be located onsite will convey flows to the existing 10 -inch sewer
main located along the eastern side of Ballston Avenue. This 10 -inch gravity main is currently
owned and maintained by the City of Saratoga Springs and has a capacity of greater than 600
gallons per minute. The proposed peak hourly discharge from the site will be on the order of
11 gallons per minute which will be less than 2% of the total capacity of the existing sewer
main.
The City of Saratoga Springs conveys flows to the Saratoga County Sewer District #1 trunking
system and Wastewater Treatment Plant (WWTP). The theoretical daily discharge from the
proposed project (3,900 gallons per day) is well within the Saratoga County Sewer District #1's
trunking and treatment capacity.
4.0 Water
The proposed project will be served by the extension of an 8 -inch water main through the
project site will connect to an existing 6 -inch water main located on the eastern side of Ballston
Avenue.

4.1 Water Consumption
It is anticipated that the water consumption for the proposed project site will be relatively
equivalent to the hydraulic loading rate for the sanitary sewer. Per Section 3.1 of this report
the theoretical water consumption for the project is on the order of 3,900 gallons per day.
4.2 Proposed Water Distribution
The City of Saratoga Springs existing water distribution system includes an existing 6 -inch water
main located along the eastern side of Ballston Avenue. The proposed project will include the
extension of an 8 -inch water main off the existing 6 -inch water main. The proposed 8 -inch
water main will extend approximately 400 linear feet through the project site, along the
project road. The construction of the water system will include a hydrant and all the necessary
valves, fitting and serves connections.
The proposed water distribution system infrastructure will be constructed in accordance with
the City of Saratoga Springs, NYS Department of Health requirements and the Great Lakes
Upper Mississippi River Board of State Public Health & Environmental Managers publication
"Recommended Standards for Water Works".
4.3 Operating Pressures and Fire Flows
The hydraulic grade line of the City of Saratoga Springs water distribution system is on the
order of 495 feet above sea level. The proposed project site has proposed grade elevations
between 312 to 321 feet above sea level. Based on these elevations the static pressures on site
should be on the order of 75 psi to 80 psi during normal operating conditions.
Hydrant flow testing water performed throughout the city by the City of Saratoga Springs in
2017. The two nearest flow tests, on W Circular Street between Beekman and Union Streets
and on Lincoln Street between Madison and Monroe Streets, resulted in calculated flows rated
of 3,550 gpm and 2170 gpm at 20 psi, respectively. Both of these is greater than the 1,000
gallons per minute requires by the NYS Fire Code fir single family homes without sprinkler
system.
5.0 Summary
The proposed project will include extension of the City of Saratoga Springs sanitary sewer
collection system and water distribution system in order to serve the proposed development.
Upon completion of construction both the water and sewer mains will be offered for
dedication to the City of Saratoga Springs.
