This estimate will be provided as a part of future submissions. ratoga Springs • Johnstown • www.and-architecture.com The FIVE THREE 53 Putnam St. Saratoga Springs, NY 12866 Project Narrative In 2013 First Fairfield Assoc. began the process of negotiating with 53 Putnam St, Inc. to purchase and redevelop the property. In July 2013 an application was submitted to the Design Review Commission for the adaptive reuse and refurbishment of the existing structure. This initial proposal incorporated the re -use of the building as a performance venue with a food service component. The proposed plan was approved by the DRC in September of 2013. The weeks and months to follow revealed a contaminated site from its prior use as a dry cleaning facility along with some oil contamination from an offsite source. From the winter 2013 until the summer of 2018, efforts were made to document the extent of contamination and the effort required to clean the site to ready it for development. Over that time, First Fairfield created Putnam Resources LLC as the development entity, secured investors and finalized an agreement to purchase the property upon successful completion of land development approval. To facilitate the site cleaning and maintain financial viability, the site was enrolled into the federal Brownfields program. The contamination abatement has been developed in concert with NYS DEC and the EPA and the project is nearly ready to begin. The contamination changed the financial footing of the project and left the structure to languish further without treatment or care. Its continued deterioration has created an unstable structure. Combined with the abatement plan, it has been determined the existing structure can no longer be salvaged for re -use. For these reasons, Putnam Resources has determined to redevelop the site with an enlarged program and budget. The revised program calls for a new, 6 story mixed use structure with 4o mid -market condo's from the second floor to the sixth floor, a food hall on the first floor and two subsurface decks of parking for residents. A rooftop green space and deck will also be provided for resident use. The goal is to replace a dilapidated property with a concentration of more affordable dwelling options in the downtown center. The Food Hall will act as a business incubator for the City's burgeoning culinary culture. Saratoga Springs • Johnstown • www.and-architecture.com ?D, The proposed building will occupy most of the site up to an access easement that runs on the north and west sides of the building. The easements will be retained and improved to facilitate access in the parking decks from the west side (rear) of the building. Access to the parking decks will be by a freight elevator. The proposed development will have an impact on the pavement grading at the west and north side as well as existing overhead electrical services lines that feed adjacent properties. To that end Putnam Resources is working with National Grid to determine the most effective way to improve the utilities around the site with the least impact on neighbors. The design will strive to capture some of the industrial history of the site and the hard scrabble grittiness of the early block neighborhood while acknowledging its modern use as a multi -family housing development. The structure will be designed to comply with the zoning ordinance without seeking any area or use variances. To make the development financially viable, the number of residential units needs to be maximized and pushed to the height limit of 7o'. When completed the building will be a welcome improvement to a site that has long languished and has finally succumb to neglect and despair.
