Objection to Special Use Permit / Construction of Proposed Animal Kennel
Dear Mr. Torpey:
I am writing on behalf of myself as a homeowner and all other property owners on Stable Lane in
the City of Saratoga Springs (the "Stable Lane Community") with regards to the above -referenced
application for a special use permit and construction of a proposed animal kennel. Moving
forward, this law firm will be representing the Stable Lane Community in connection with this
matter.
Collectively, the Stable Lane Community objects to the issuance of a special use permit and the
construction of the proposed animal kennel ("Project"). There are significant concerns by the
Stable Lane Community with, among other things, the disruptive noise that will be generated from
an animal kennel and a significant increase in vehicular traffic that will result from this proposed
Project,
The Stable Lane Community and the proposed Project will be separated only by a sparsely treed
lot on Kaydeross Avenue West. The nuisance created by the constant barking of dogs would be
unbearable and regardless of any suggestion that noise mitigation procedures have been

implemented in the design, the fact remains that this disturbance will be significant and in fact the
reality is that it can't be mitigated.
Equally as concerning is the significant increase in traffic on Kaydeross Avenue West, which is a
narrow and winding secondary road with no shoulder. With the anticipated large volume of cars
heading to the kennel at two concentrated periods of time, the morning and evening "rush hour"
the difficulty of entering and leaving the neighborhood safely will be increased significantly. The
entrance to and from Route 9 is already difficult as there are no traffic controls in place. As you
are probably aware, there is also a Waldorf School directly across from the Stable Lane
Community where young children are being dropped off and picked up on a daily basis. The
increased traffic from the proposed Project would be overwhelming.
