CDTA has reviewed plans for the special use permit at 20 Bowman Street. We
appreciate the opportunity to provide comments on the site and concept plans.
CDTA currently provides transit service to Lake Avenue within walking distance of
the site from our stops at 150 Lincoln Avenue via Route #451 and stops at Nelson
Avenue & Wright Street via our Summer Trolley Route # 875 (see route maps and
schedules attached). Route #451 connects Saratoga Springs to the Amtrak
station, Saratoga Race Course, and the Towns of Milton and Ballston Spa. Route
#875 connects High Rock Park, Saratoga Springs City Center, Downtown Saratoga,
Lincoln Avenue, the Saratoga Race Course, and Saratoga Casino and Raceway.
CDTA commends the applicant for choosing a site near existing public
transportation.
CDTA commends the applicant for mixing uses and introducing a sidewalk across
the front of the parcel.
In the interest of providing an even safer, friendlier, and more accessible
pedestrian and transit -user environment, CDTA recommends the following
changes to the site plans:
• The addition of bicycle racks to the site, furthering the site's accessibility.
• Any driveways entering the site should be constructed at the same level
as the sidewalk to signal that pedestrians have the right of way. Any
curb ramps that are constructed should also be ADA -compliant.

*Children 46" and under ride free when accompanied by
a fare paying adult. The limit is three children per adult.
**Citizens age 65 and over, disabled individuals,
Medicare card and CDTA half -fare ID cardholders are
entitled to ride for half -fare on CDTA's fixed route
service.

1964 Civil Rights Act, which states that no one shall be
excluded from participation in, denied the benefits o
f or discriminated against due to race, color, or national

Visiting Historic Saratoga Springs
Saratoga Springs offers Victorian architecture, rich history along
with world class cultural and entertainment venues. The city has
been honored with numerous other lifestyle awards over the years
for its worldwide reputation for Health, History and Horses.
The city offers visitors a variety of open vistas, a beautiful park at
its core, and a vibrant downtown district. Cultural offerings at
various museums, along with great shopping, dining, fine
accommodations, horse racing, polo, historical attractions and
famous mineral springs make Saratoga special.
South Broadway: The high concentration of restaurants, hotels
and motels, have been built to accommodate the year-round
needs of visitors to Saratoga Springs.
Historic Congress Park: This is one of the oldest parks in the
state featuring lush landscaping and attractions including the Spirit
of Life memorial fountain, Italian Gardens with thetreasured
tritons 'Spit and Spat,' two restored fish ponds, the War Memorial,
and the beautiful historic Carousel.
SPAC: The Saratoga Performing Arts Center is the summer
home to the New York City Ballet, Philadelphia Orchestra,
Saratoga Jazz Festival and a variety of concerts from classical
music to rock concerts. SPAC can accommodate 5,100 people
inside and up to 35,000 on the lawn.
Spa State Park: This scenic 2,100 -acre park features the
Avenue of the Pines,' historic buildings, picnic areas, mineral
springs, pools, tennis, golf and walking trails. The Saratoga
Automobile Museum is also located in the park.
National Museum of Dance: A National Landmark, the Museum
is the only one in the country devoted entirely to the history of
dance. Attractions include rotating exhibits, the Mr. and Mrs. C.V.
Whitney Hall of Fame, and the Lewis A. Swyer School of the
Performing Arts.
Saratoga Race Course.
Named one of the "Top 10
Sporting Venues in The
World" by Sports Illustrated,
the track features a 40 -day
meet from mid-July through
Labor Day and is home to The
Travers Stakes, America's
"Mid -Summer Derby."
Saratoga Casino -Hotel: This entertainment venue features live
harness racing, over 1,700 slot machines and electronic table
games, a new hotel for overnights, Vapor nightclub and has
several dining options including a new Morton's Steakhouse.
