RE: Excelsior Park, Phase 2A
Site Plan Modification
Dear Mr. Torpey:
Attached please find the Site Plan Modification application and plans with the required application fee for the
proposed modification of the Excelsior Park (PB#15.040) development project.
The project previously received Site Plan approval on November 12, 2015 from the City Planning Board and is
currently under construction. During finalization of architectural building design and survey layout of building
corners the Owner is concerned with the location of the northwest building (4-10 Whistler Court) in relation to
the Army Corp wetlands. Due to existing grades approximately 10' of foundation would be exposed at the
southeast portion of 10 Whistler Court and the building corner would be less than 9 -feet from the edge of the
wetlands.
The site plan modification proposes to shift the northwest buildings (2-10 Whistler Court) 13' north, away from
the wetlands. The parking spaces previously proposed in front of the building garages will be relocated across
the street to (4) four parallel parking spaces. The building was moved to provide a maximum of 14' from the
garage to edge of curb to prevent cars from parking in front of the garages and blocking the sidewalk. As
proposed, a car would not be able to park in said location without the rear of the car partially blocking the
traveled way. Additionally, the second parking spot for each of the 4 units is relocated in very close proximity,
directly across the street.
