RE: Site Plan Administrative Action (PB# 15.040)
Excelsior Park — Phase 2A
Dear Ms. Maynard:
On behalf of Witt Construction, the following is an Administrative Action request associated with the Excelsior Park —
Phase 2A project, PB# 15.040. The approved project is for the development of residential units along with associated
parking spaces, the extension of both Gibson Court and Whistler Court and the associated stormwater management
features.
The project development surrounds a gulley which includes an ACOE wetland complex. The proposed development will
not impact the wetlands. In order to provide further buffer to the wetlands the applicant is proposing to shift the five
townhouses in the north-west corner of the site ±10 feet to the north. The shift will not only increase separation to the
wetland complex, but also decrease the amount of building foundation that would be exposed due to the steep grades.
The decrease in exposed foundation will increase the aesthetic appeal from the adjacent townhomes.
The building shift resulted in the elimination of the four parking spaces in front of the units on Whistler Court. To offset the
loss of these spaces four parallel parking spaces are proposed to be added to the north side of Whistler Court, directly
adjacent to the townhomes. Attached are the revised Layout and Grading plans. No further tree removal is expected as
result of these changes.
The applicant is respectively requesting an "Administrative Action" determination on the proposed building shift and
relocation of the four parking spaces.
