There will be +/- 101 on site parking spaces located in 2 levels of structured parking. one level in the basement and the other at 4.5' above grade. At Washington Street grade level the Owners will upgrade the pedestrian walk ways by making them wider than presently there as well as plantings, tree, benches and street lighting to provide a pleasant approach to our building as well as to the UPH performing arts building to the west of the site. Areas of public art and casual seating are anticipated both at the corner of Washington and Broadway as well as around the Stone house (Old Parsonage) next to UPH. The Washington Street level of the building will house some retail space as well as the main lobby entry for the Multifamily residents. This lobby will also serve to provide handicap accessibility to the entire site including Salt and Char who will havc an cntrancc from thc parking garagc as wcll as thc Adclphi Conscrvatory and cvcnt spaccs. Coods and services will be provided to the entire site including the Adelphi hotel through a descent service access door tucked in behind the step hack of the Starbucks building We provided a trellis element at the sidewalk level to further conceal this required service element to the project. Since no other property edge has legal access or logical use for these serve elements this location proved the most efficient and easiest to conceal when not in use. ELIGIBILITY:An applicant to the Design Review Commission for Architectural Review or Historic Review must be the property owner(s) or lessee, or have an option to lease or purchase the property in question. 2. DESIGN GUIDELINES: The Design Review Commission will evaluate whether the proposed action (construction, alteration or demolition) is compatible with existing structures and surrounding properties using the following criteria: • Height— consistent with historic form and context of site and surrounding properties • Scale— relationship of structure and its architectural elements to human size, form, perception • Proportion — relationship among building elements including front facade, windows, and doors • Rhythm— pattern resulting from repeating building elements such as door/window openings, columns, arches, and other facade elements • Directional Expression — compatibility with horizontal &vertical expression of surrounding structures • Massing & Open Space— relationship of structure to open space between it and adjoining buildings • Setback—compatibility with surrounding structures • Compatibility of the following with surrounding structures/properties: - Major building elements (storefronts, doors, windows, roof) - Building materials - Color— (in non-residential zoning districts only) 5. DECISIONS: The Design Review Commission may approve, approve with conditions, or disapprove an application. The DRC may impose appropriate conditions and safeguards in connection with its approval including nature/quality of materials, manner of construction, and design. An applicant may appeal a denied DRC application on the grounds of hardship. Application approvals shall expire within 18 months of the filing date unless the project has sufficiently commenced (i.e. building/demolition permits obtained and construction/alteration begun). At Washington Street grade level the Owners will upgrade the pedestrian walk ways by making them wider than presently there as well as plantings, tree, benches and street lighting to provide a pleasant approach to our building as well as to the UPH performing arts building to the west of the site. Areas of public art and casual seating are anticipated both at the corner of Washington and Broadway as well as around the Stone house (Old Parsonage) next to UPH. The Washington Street level of the building will house some retail space as well as the main lobby entry for the Multifamily residents.This lobby will also serve to provide handicap accessibility to the entire site including Salt and Char who will have an entrance from the parking garage as well as the Adelphi Conservatory and event spaces. Goods and services will be provided to the entire site including the Adelphi hotel through a descent service access door tucked in behind the step back of the Starbucks building. We provided a trellis element at the sidewalk level to further conceal this required service element to the project. Since no other property edge has legal access or logical use for these serve elements this location proved the most efficient and easiest to conceal when not in use. Floors 2 through 6 will house the Multifamily dwelling units and the luxury Hotel suites which will be an extension of the Adelphi hotel suites decorated and detailed to the same level.The exterior of the building is designed to evoke the architecture of the grand history of Saratoga as well as draw inspiration and guidance from both the historic and more contemporary buildings constructed recently. Our building hopes to embody that grandeur of the old hotels while being respectful of its role within the city fabric and existing context. The majority of the exterior material of the building will be brick color matched to the new brick additions on the rear of the Adelphi Hotel along with some areas of Creme colored brick for accent and architectural aesthetics. The accent trim and coping materials will be Precast Concrete colored to look like limestone or similar natural materials.The windows will be Andersen wood and aluminum clad (See specs provided in submittal package) painted to match the colors of the replacement windows already approved for the Rip Van Dam renovations now under way. The Glass railing will have Aluminum rails and posts as structurally required by the system and will be clear glass with black aluminum. (See Specs proved in submittal package) The roof will be EDPM rubber roof white or light gray to reflect sunlight and help reduce the global warming. We are investigating the potential to incorporate Solar as well as green roof systems on the upper roof so assist in the electrical needs and storm water management for the site. New Electrical transformer will be housed in a sub- grade vault if accepted by the power authority. New water and sewer services will be brought into the site both from Broadway as well as Washington as may be needed and designed by our consultant engineers and approved by the municipalities having jurisdiction.
