My name is Michael Billok, and I live at 132 Nelson Avenue, Saratoga Springs. My lot adjoins the lot of 166 Lincoln
Ave at the northeastern side of my lot. (The southern end of the lot of 166 Lincoln Ave.) I have reviewed the
application from 166 Lincoln Avenue for a variance for building a second two-story house on their lot. I am
opposed to the application as currently proposed.
First, I would like to state that I understand the difficulty imposed by caring for aging parents. My parents are 86
and 76, one of whom lives in assisted living. However, my concern is the structure that will continue to be in place
long after the applicants' mother-in-law is no longer in the structure. The application states that the two-story
building will not be visible from any of the adjoining lots due to the wooden fence, and that the property is
"surrounded" by garages, including my garage. Neither of these statements are correct. A two-story structure
would be visible from my lot, as shown in the pictures I am including below. Likewise, my garage is not at the
border of the 166 Lincoln Ave property — my garage is on the south side of my lot, not on the north side where it
borders the 166 Lincoln Ave property.
The Zoning Board was very careful in considering Siro's applications over the past several years, to balance its
business needs with the needs of the surrounding residential community, the chief consideration being the balance
of noise. As the application states, college students do rent out the house on Frank Sullivan Place, and on the
southeastern corner of Nelson Avenue and Lincoln Avenue, sometimes making for a loud evening. If the proposed
structure is built, nothing prevents the owners of 166 Lincoln Avenue from renting the proposed structure, just a
few feet away from my lot, to college students or track renters.
In short, while I understand the costs of assisted living, I do not see how building a two-story structure (and a
structure that has stairs for someone that needs assisted living) is the only solution or a necessary solution. Other
solutions include exploring other assisted living facilities in the area, or building an addition to the existing house at
166 Lincoln. There is simply no need to build another two-story structure so close to adjoining lots that will
presumably be in place for decades to come.
