In the matter of the application

involving Historic Review of new additions to an existing single-family residence in the Urban
Residential-3 District, tax parcel #166.6I-I-I I, within the City of Saratoga Springs.
In accordance with 6 NYCRR Part 617, the Design Review Commission classifies this request as a SEQR:
E Type II action — exempt from further SEQR review
And, in accordance with the objectives, standards and guidelines contained in the City Zoning Ordinance
Article 240-7.4 Historic Review, the Design Review Commission issues the following decision on May 5,
2021:
E Approve with the following conditions:
The DRC approves additions on the South and West sides as submitted. The DRC approves work on the main
existing structure as submitted.
Applicant to return for discussion and approvals for the north side— link, garage, and driveway.
Note: this approval shall expire 18 months from the issuance date unless any necessary building permit has been
issued and actual work begun.

o Additionally,this portion of the existing structure is in violation of current zoning
ordinances and building codes, extending to less than two-feet from the property line
along Sweeney Way.
o The application proposes removing the structure and replacing it with a two-story
addition that mimics the original design and intent, but better ties into the original
structure and layout.
o This new addition would allow for a hallway to the rear addition and a sorely needed
third bedroom, and will bring the building into compliance with zoning.
Additionally, the owners welcome further feedback from the Preservation Foundation regarding the
restoration of the front porch to revert to Greek Revival elements, as opposed to the Colonial Revival
features installed by a prior owner.
Street-Facing Elements
• Porch: The owners propose retaining and repairing the front porch of the residence (as shown
above). This will involve shoring up the structure including re-framing for the floor and installing
new Douglas Fir (or equal) T and G porch decking. The columns have rotted with some
deteriorated beyond repair and will need to be replaced. For this,we are proposing a Tuscan style
wood or fiberglass column by Pacific or equal. The porch's metal roof shows signs of significant
deterioration. If necessary, it would be preferable to replace the roof in kind, dependent on
budget.
• Windows:The existing windows, and storm windows on the first floor, are original but are not in
working order. The owners intend to restore and repair the windows. If a window requires
replacement,the application recommends Andersen (400 Woodwright series or equal).
