Dear Tamie: b lI The Saratoga Springs Preservation Foundation reviewed the application for the new fence ,. : at 173 Phila Street. The Colonial Revival House built in 1896 is a contributing building to the East Side Board of Directors Historic District listed on the National Register of Historic Places. The project proposes to install a new decorative metal fence and modify the existing fence configuration. Adam N.Favro President The Historic District Design Guidelines for Site Details& Streetscapes are cited below. James Gold Vice President Fences: Dmitriy Yermolayev • New fences should be consistent with the historic style and period of the house in Treasurer both design and materials. Linda L,Harvey • Front yard fences,located closest to the street, are most visible and should have Secretary an appropriate scale and relationship to the front porch, front yard and building. Jaime Butler • Fencing designs and materials should be consistent with the age of the historic or Caroline Cardone contributing structure. Contemporary fences, if used, should be reserved for Giovanna D'Orazio areas not visible from the street or to the rear of the property. Steven Dodds Julia Dunn • Privacy fences are to be avoided in the front yard and are most appropriate to Sandra Fox screen parking areas,mechanical equipment, pools and other features in rear and John Haller Liz Israel side yards. The design of privacy wood fences should be consistent with the Douglas Ken materials and design of the adjacent building and fences. Richard King Stephen Kyne Vincent LaTerra The Foundation has concerns with the height of the proposed fence into the front yard. There William McCarthy is no historic basis for the proposed fence. The Foundation has concerns that the proposed Dorothy Rogers-Bullis fence does not have not an appropriate scale and relationship to the front porch,yard, and Cindy Spence building. Front fences exceedingthree feet are not consistent with the East Side Historic Jason Thomasyard Matthew Veitch District. An exception is the fence of the immediately adjacent to the east at 181 Phila Street, which is a substantially larger house with a larger yard on a corner lot. The Foundation is James Kettleweli uncertain of the basis of the approval of that fence and if that fence was to be proposed today, emeritus the Foundation would not support its approval. The Foundation understands the need for safety for pool,but regulations do not require that the pool enclosure extend to the front yard.
