HomeMy WebLinkAbout20210244 19 Washington St. Development Site Plan Traffic Comments °:. i t.' -�� ,�'i1'��� �,� ,.� � Department of Public Safety Tra}}ic Maintenance Division E1pT11 Z,nd, 2,�2,1 The following concerns and comments are provided by the Traffic Maintenance Department through its new review of the 353 Broadway Acquisitions LLC, 19 Washington Street Site Plan application; 1. The narrative for the project has been modified from the original site plan application; the original design plan consisted of approXimately 159-176 hotel rooms and a 200 seat banquet hall. This new mixed use development proposal consists of+/- 90 residential unit, +/- 31 hotel rooms, redevelopment of 15,273 GSF of commercial space, and a+/- 101 space parking garage on site. The applicant needs to submit a modified Traffic Impact Study that reflects these changes. 2. Referencing the Layout&Materials Plan sheet L-2.0, the plan indicates two driveways that independently serve the lower and first level parking garages along the frontage of Washington Street. The proposed driveway design and location brings up a few concerns. o The plan is proposing 2 separated driveways which are located next to one another; this close proximity will create confusion and potential conflicts for motorists and pedestrians while they are na�igating these driveway intersections, as well as, increase the number of potential conflict points. o It appears the proposed driveways are at the same grade as the sidewalk along Washington St. There appears to no clear transition to indicate to pedestrians that they are crossing into a potential conflict point with motor vehicles as they cross the driveways. o The Washington St rendering of the project on plan sheet 1 projects potential sight line obstructions;proposed building columns, landscaping, and hardscape in both directions. o The short length of at grade flat portion of the driveways will force motorist to stop directly over the sidewalk as they exit the garages. This creates a potential conflict point with pedestrians as they will not been seen by the motorist due to the grade of the ramps as they approach the street. o The plan indicates that residents and patrons will only be permitted to exit to the right onto Washington Street and drive in a westbound direction. The current driveway design does not physically force the exiting motorists to make this maneuver and creates the potential for motorists to ignore the signage and pavement markings and make a left (eastbound) turn onto Washington St. 3. Referencing the Demolition Plan sheet L-1.0 and utility plan sheet L-4.0, the plan indicates the removal of the utility pole located on the north side of Washington Street just east of the former rectory stone house. The utility plan sheet C-301 does not indicate how electric utilities will be provided to the next existing two utility poles to the east between the pole to be removed and Broadway, which are fed from the pole to be removed. The utility pole closest to Broadway in front of the Candy Store provides secondary electric service to the Broadway/Washington/Spring Streets traffic signal and the street lighting along sections of Broadway. o What is the proposal to reconnect these vital electric utilities? 4. Referencing the site plan sheet L-2.1, the design is proposing to have a radiant heat concrete sidewalk along the project site. The installation shall conform to the City of Saratoga Springs standard details sheet for heated concrete walk; drawing number SS-8A. As per the standard,the property owner shall provide plans for review by the City DPS and DPW priar to installation. This will insure that the final design will provide a clear aone for future traffic sign installations. 5. Referencing sit plan sheet L-2.1, the design calls for relocating the existing load zone on Washington Street further west of its current location. o There is no reference of the existing parking stall on the south side of Washington,it is hard to identify if the new location would create any conflicts due to the roadway narrowing in this area. A new drawing needs to be submitted. o The loading zone indicates a curb transition in the middle,what type of load aone is being proposed? o The on-street parking area east of the proposed load zone is not identified with any parking regulation.It is currently a load zone,what is being proposed? 6. The plan set vaguely identifies various signs to be relocated or re-installed but does not clearly indicate what the signs are. Along the entire frontage of the project site there are various signs that range from guide,parking, and recreational and cultural interest. The plan set needs to clearly identify these signs and then provide a plan sheet for the replacement or re-installation of these signs. 7. Referencing sit plan sheet L-22, the design calls for relocating the existing pedestrian traffic signal on corner of Broadway and Washington Street. The pedestrian traffic signal should be relocated to the position where the proposed trash receptacle is shown on the plans, and the trash receptacle moved to where the pedestrian signal pole was planned. The will bring the pedestrian traffic signal further out of the turning radius to avoid being struck by large trucks, and also better positions the pedestrian push-buttons for pedestrians walking southbound and eastbound. It needs to be confirmed that the proposed Way Finding sign location does not conflict with the pedestrian push-button accessibility requirements (ADA).
