She has two existing facilities, Guilderland NY, and Saratoga Springs, NY. She plans to keep the Guilderland facility and would like to relocate her Saratoga Springs facility. She currently has a contract to purchase the 5.95± acre parcel on Driscoll Road,tax map 191.- 1-2.5. This site is split by two zoning districts, Rural Residential (RR) and Tourist Related Business (TRB). The Applicant is proposing to develop the site with a two-story mixed use building. The mixed use building will consist of seven (7) apartment units on the second floor and three separate commercial tenants on the first floor, one of which will be her veterinary clinic. Since there are no known tenants at this time, it is assumed the project will likely employ approximately 8-10 people and operate 8 a.m. to 6 p.m., Monday to Sunday and some employees are expected to work overtime. The existing site is vacant with woods and federal wetlands, as shown on the site plan. The site is bordered on the north by lands N/F Monaco, and Green House facility, on the east by Route 9, on the west by residential property, Lands N/F Stefania, and on the south by Driscoll Road. A new 8-inch water line will be installed from the terminating hydrant on the east side of Route 9 and extended along the property to Driscoll Road. The expected water usage is approximately 1,500 gallons per day, which is not a significant amount for the City's water system. The site will have a private onsite septic system. Both water and sewer systems will comply with NYS building and Health Codes. All pavement drainage from the stie will be controlled by positive surface drainage, with curbs, catch basins and/or underground piping system which will convey stormwater to a stormwater detention system,which will be designed in accordance with ABD Engineers,LLP 1 Mixed Use Building 5190A-narr-04232021 Driscoll Road and Route 9 NYSDEC Phase 2 Stormwater regulations, including green infrastructure techniques. An emergency overflow spillway will direct drainage to its natural course to the south, to an existing culvert pipe under Driscoll Road and/or to the Federal wetlands. Access to the site will be from Driscoll Road as shown on the site plans. Traffic impacts are estimated to be approximately 30 trips during the morning peak hour and 35 trips during the afternoon peak hour. Occasional tractor trailers for delivery will be needed. This project will not cause any negative impacts on the schools but will have a positive impact for taxes. The project will not have any significant impacts on adjoining properties with respect to noise, visual, drainage or lighting. The site will contain foundation landscaping around the building and street trees will be planted along Driscoll Road. The Building's facade will also be in conformance with City standards. The total stie statistics will be: building footprint 11,410± SF or 4.4%, pavement area 34,257± SF or 13.2%, and greenspace 213,538± Sf or 82.4%. Based on the mixed use parking demand, 64 parking spaces are needed, and 64 parking spaces have been provided (including banked).
