Creighton PLANNERS January 25, 2013 Manning SURVEYORS Mr. Daniel Thornton 215 Grand Avenue Saratoga Springs, New York 12866 RE: Sight Distance Evaluation, Thornton Subdivision, Birch Street, City of Saratoga Springs, Saratoga County, New York;CM Project 116-350 Dear Mr.Thornton: Creighton Manning Engineering, LLP (CM) has completed a sight distance evaluation for the proposed driveway associated with the property located in the northeast quadrant of the Grand Avenue/Birch Street intersection in the City of Saratoga Springs.This evaluation is based on information provided in the"Subdivision Plan,"prepared by Engineering America,Co.dated November 21, 2011 included under Attachment A. 1.0 Project Description and Existing Conditions The proposed project will subdivide an existing residential lot in order to provide a new lot for the construction of a single family home. Access to the home will be provided via a new driveway on Birch Street located approximately 165-feet south of Washington Street. The project location is shown Figure 1. Birch Street is a two-lane City street classified as an urban local road with 15 to 16 foot wide travel lanes in each direction and no shoulders in the vicinity of the site. Birch Street travels in a north-south direction from West Circular Street to Washington Street. The city speed limit is 30 mph. A sidewalk is provided on the west side of Birch Street from Grand Avenue to Washington Street and the land uses along the roadway generally consist of residential homes and a commercial property (Romas Food). Creighton Manning collected traffic volume and travel speed data on Birch Street near the driveway from Thursday, November 29, 2018 to Wednesday, December 5, 2018. The data shows that two way traffic volumes on Birch Street adjacent to the site are approximately 195 vehicles during the weekday AM peak hour (7:00 to 8:00 a.m.) and 205 vehicles during the weekday PM peak hour(3:00 to 4:00 p.m.). The 85th percentile operating speed on Birch Street was measured to be 25-mph adjacent to the proposed driveway. It is noted that Grand Avenue provides a westbound slip lane at the Birch Street intersection controlled by a yield sign just south of the proposed driveway (see aerial image). The remaining approaches of the Grand Avenue/Birch Street intersection operate under all-way stop control. Creighton Manning also collected traffic volume and travel speed data on the westbound slip ramp during the same time period. The data shows that one way traffic volumes on the Grand Avenue slip lane are approximately 25 vehicles during the weekday AM peak hour(7:00 to 8:00 a.m.)and 75 vehicles during the weekday PM peak hour (5:00 to 6:00 p.m.). The 85th percentile operating speed on the westbound Grand Avenue slip lane was measured to be 15-mph. Available intersection sight distance was measured from the perspective of a vehicle exiting the driveway and for vehicles traveling south along Birch Street looking straight ahead to turn left into the driveway. The available intersection sight distance on a driveway should provide drivers a sufficient view of the intersecting highway to allow vehicles to enter or exit the intersection without excessively slowing vehicles traveling at or near the operating speed on the intersecting mainline. 2,=sli"� )1SIAH2 LD9<NG S£R*i I sso:siciro G SQ-$i41PMG :IE.,-‹. Stopping sight distance was also measured on Birch Street at the proposed driveway location. Stopping sight distance is the length of the roadway ahead -•-1 i- 4 J that is visible to the driver. The sight distances measured in the field were compared to the guidelines presented in A Policy on Geometric Design of Highways and Streets, 2011 published by the American Association of State Highway Transportation Officials (AASHTO) and NYSDOT design guidance (EB 17-007) for the measured 25-mph travel speed on Birch Street and 15-mph travel speed an the westbound Grand Avenue slip lane. The results of the sight distance analysis are summarized in Table 1 and Table 2. Stopping sight distance measured for a 2 foot object located in the path of northbound and southbound vehicles on Birch Street at an eye height of 3.5 feet. XX*=Available Sight Distance through the Grand Avenue intersection XX**=Available Sight Distance to the Washington Street intersection The available stopping sight distances at the driveway meet AASHTO guidelines for the measured operating speed for vehicles traveling northbound and southbound on Birch Street. In addition, the available intersection sight distance looking straight through the Grand Avenue intersection to make a left turn from Birch Street onto the driveway meets the AASHTO guideline for the measured operating speed. It is noted that an existing wrought iron fence and slight embankment located along the frontage impede the available sight distance looking left; however, this fence will be removed and the embankment will be regraded in Mr.Daniel Thornton January 25,2019 Page 3 of 4 order to provide a sidewalk along the project L - '" frontage as shown on the site plan. A review of AASHTO Photo#2—Sight Distance Looking Right to the North guidelines indicates that the available sight line meets the recommended intersection sight distance of 170 feet for a 15-mph travel speed to see a vehicle turning left or right onto Birch Street from Washington Street. A sight distance assessment was also conducted for vehicles traveling westbound on Grand Avenue that use the yield controlled slip lane. Table 2 summarizes the sight distance from the proposed driveway with respect to the slip lane. Although the fence will be removed and the embankment will be graded, the available sight distance looking left will still not meet the AASHTG? intersection sight distance guideline; however, it is not critically limited since the available sight line exceeds the recommended stopping sight distance for the operating speed. It is noted that the driveway location provides good separation from adjacent intersections and exceeds minimum NYSDOT driveway spacing standards. No mitigation is required. It is recommended that any site fencing be placed a minimum of fifteen feet back from the travel way and the landscaping plan consider sight lines in order to maximize the visibility at the proposed driveway location, 3.0 Conclusions The proposed project will provide access to the site via a proposed driveway on Birch Street. The sight distance evaluation indicates that the available sight distance is adequate and the driveway location satisfies NYSDOT driveway spacing standards. No mitigation is required beyond removal of the wrought iron fence and embankment grading in order to provide a sidewalk on the east side of Birch Street. It is recommended that any site fencing be placed a minimum of 15 feet back from the travel way and the landscaping plan consider sight lines in order to maximize the visibility at the existing driveway location.
