This report is intended to fulfill items 4 & 6 of the Required Items part of the Preliminary/Final Subdivision approval checklist. DESCRIPTION OF INTENDED SITE DEVELOPMENT& USE: The site, 215 Grand Ave. is located at the North East corner of Grand Ave. & Birch St. in Saratoga Springs New York. The 18,790 sq.ft. lot has an existing single family residential building of approximately 3,012 square foot in living area. The existing building is accessed by on driveway from Grand Ave. The lot area is nearly level in the area of the existing house, with a slope towards Birch St. The property is mostly grassy along the West,North&East sides of the lot with a few larger trees. The proposed subdivision of this parcel would result in dividing the single lot into two lots. The existing residence would be located on a 11,974 sq.ft lot (designated as Lot 1 on the map). The existing driveway access off of Grand Ave. would remain unchanged. A new electrical utility connection is proposed from Grand Ave. to replace the existing utilities across Birch St. The new lot to be created at the corner of Grand Ave. &Birch St.would be subdivided from the main parcel and marketed for sale as a residential building lot. The new Lot 2 is proposed to be 6,816 sq.ft. in area(compliant with the 6,600 sq.ft.min.zoning requirement). Proposed development on the new lot includes a single family residence in compliance with the City Zoning. Compliance with the requirements of Table 3 of the City of Saratoga Springs Zoning Ordinance is as shown on the subdivision plat, S1 as well as on the survey maps. WATER REPORT: Currently, there are 5 bedrooms within the existing single family dwelling on the property. Using a standard demand of 110 gallons per capita day (gpcd) the existing property can be estimated to have an annual water consumption usage of 200,750 gallons. Assuming the new lot will accommodate a single family residence with 4 total bedrooms the annual water consumption would increase by 160,600 gallons to 361,350 gallons (increase of 440 gallons per day). There is a 10" water main located in Grand Ave. The existing residence appears to be currently connected to this main with services to remain unchanged. There is an 8" water main located in Birch St. A new 1" water service connection will be required for the proposed new residence on the proposed new lot. SANITARY REPORT: There are 5 bedrooms within the existing single family residence. Using a standard sanitary sewer of 110 gallons per capita day (gpcd) the existing property can be estimated to have an annual sanitary load of 200,750 gallons. Assuming the new lot will accommodate a single-family dwelling containing 4 bedrooms the annual sanitary load for the two lots will increase by 160,600 gallons to 361,350 gallons. There is a 10" sanitary sewer main located in Grand Ave. The existing residence appears to be currently connected to this main with services to remain unchanged. There is an 8" sanitary sewer main located in Birch St. The proposed new single dwelling unit building would be expected to use a 4" to 6" diameter PVC service line connecting to this main. The additional load from the construction of the new residence is not expected to tax the capacity of the municipal system. 2 STORMWATER& BASIC SWPPP/EROSION CONTROL SOIL CONDITIONS: The project site (in location of the proposed new lot& current residence)is nearly level, with the exception of slope to the road along the Western Birch St. side of the lot. Soils on this site are, WnB, Windsor loamy sand in hydrologic group B. According to Saratoga County Soil surveys, the depth to any restrictive feature in this soil type is typically greater than 60 inches. The soil is classified as deep, excessively drained soil with rapid permeability, slow surface runoff and slight erosion hazard. SEDIMENT& EROSION CONTROL: A sediment and erosion control plan has been developed in order to specify minimum controls and measures to reduce sediment runoff during construction. - Construction Entrance: One construction entrance has been specified to accommodate the new driveway to the proposed new residence along Birch St. as well as any new construction on the new lot along Birch St. - Topsoil: A potential topsoil storage area for foundation backfill and topsoil will be identified (possibly located at the North East corner of the new lot) and will be surrounded by silt fencing. In general, excavated soil for foundations that will not be retained for backfill and topsoil grading will be required to be removed from the site daily. - Concrete Wash: Concrete trucks are not allowed to wash on the premises. - Sediment Control: Less than 0.16 acres are anticipated to be disturbed during construction. Silt fencing has been specified around the perimeter of the new lot project area to reduce off site erosion migration. 3 215 Grand Ave - Soil Map T 165.65-2.2 ` 165.65-2-46 165-56-1-1 165.14.3^14 165.65.1.9 16$0.1.9 .. 165.6T•236 165.65-1-15 ., 166.65-20.1 1$$.65-24.1 1655.65-1-5 _ 105.66-1-3105.00-1-6 165.14-1-8.1 N1 - '155,65-2-71,,,.„,,4165.65-2-1 a i65. •1= 165135-1-12 1651i-2-5165.65-2-€165.65-2 165.65-2-13 166.65-1-17 165.65-2-4 1E5.6S-i-16 165.65-2-48 .1 165.14-1$0145;65.1-10 Wni 155.65-142 1s &5-2-47155.55.2.14 1°565-1-4a 166.1A-1-37 165:19-1-11.2 16 5.65-1 3 6 1555.55-2-18165.65-2-17 565.55-2-25 185,58-1-41 -. 165.85-3.24165.55.2.19 155.65-2-26 165.65-2-21 163.$5-3-111.1 165,66-1'40165.66-1-3'9 165.85.3-6lY 165.65.2-24155.65-2.27 / er ng35p1e11gs 1.9,`.,-tis 2 21155-55-2-22136.$5-2-23 ..•k Wn8 165.54.2E y r 3 D1:13165.Edi-11.1 1$5.$5 -12.1 1fi5.66-3-3 166.6.5-2.29 155.65.3 2 155.6134-13106 65-a-12.x 165.66-2-21. 165.66-3-4 1165.55-2-37165.6 5-2-a5 1115.65-2-39 160.65-2-36 1GS.6 -3-7 765.653-55 165.55,7-5 156-155-2+4.1.3 165.65-2 31 555-65-2-19 165.56-3-55 1$5.65-2-47.11 185,65.27 155.$s4-€ 1,65,65-2-36113"5-2-34 165.06-2- 165_66-3-S4 156.66-3-15 ,g 1435.65-243.12 145.65-236 165.66-2-33 165.653-1E 165.66:3-7E 7- 1165-73-2-2 . 155.65-2.42 Jammu 12:2021 7:2.257 0 0.01 OX 0.05 ii ❑ Soils 0 Cities 'Al ages 2019 Labels I I I I I r I / II I)❑2 1.1.:4 5112 km 0 counties D Towns 2019 I.-.I Snna.I xiiI I la IS-.-n VANE DI LI I'..INLi-i.1 IA 11.1.:0. Subdivision approval will be required from the Planning Board which includes all requirements listed on the City of Saratoga's Preliminary/Final Subdivision Approval Required Submittal Checklist.
