Ethier is an established east coast developer with over 35 years of developing in large metropolitan urban areas including multiple successful projects in the City of Saratoga Springs. Mr. Ethier has had major influence in the revitalization of the Jefferson/East Broadway Neighborhood. He had the first and only successful workforce housing ownership project in the City. Some of his other noted City projects consist of 287-289 Jefferson Street, 166-168 Jefferson Street, Chloe's Way, City Square, Maria Boulevard, 316-318 Ballston Avenue, Washington Commons, 148 South Broadway and multiple infill projects throughout the City. Mr. Ethier is a major Sponsor of Habitat for Humanity and many other Non-Profit Organizations. This South Broadway property is located in the entrance gateway corridor to the City and it currently consists of a 64 room Motel built in 1954 by the Benton Family. However, when the property was sold in the mid 2000's, it slowly fell into disrepair. Mr. Ethier purchased this property 5 years ago and updated all the necessary deferred maintenance and brought the property into compliance with all the City and State codes. As a multiple property owner along South Broadway he will have a significant influence of the City's desired revitalization of the South Broadway gateway corridor and is looking forward to working with the City's Land Use Boards to develop another successful project in Saratoga Springs. The project consists of re-developing an approximately 2.75± acre parcel of land with 29 townhouses and 12 multifamily residential units. The project site is located at 120 South Broadway in the City of Saratoga Springs, New York. The property is zoned T-5 (Transect 5). The proposed site development includes the construction of a private access road that will provide a boulevard entrance to the development, 29 townhouse units and a larger multi-family building that will provide 12 residential units. Each townhouse will have an attached 2-car garage. Fronting South Broadway, there will be 2 pods of 6-unit townhouses separated by the proposed boulevard. Each of those townhouses will be 2.5 stories in height and have an approximate footprint of 1,200 square feet. Those townhouses are intended to have a small area of landscape with front porches. The footprint will be slightly staggered to provide a more interesting visual facade along the South Broadway gateway. In the center of the property, a four-story, 12-unit building is proposed with an approximate footprint of 6,000 square feet. Within the central portion of the property, to the north and south of the four-story building will be two 2-story townhouse units (4 total) with an approximate footprint of 1,620 square feet. Each parking space will be covered to provide protection from the weather elements. Along the rear of the property (eastern side) six double-unit townhouses and one single unit are proposed. These 13 townhouses would be 2-stories in height and have an approximate footprint of 1,350 square feet. A proposed common civic space is depicted on the northwestern corner for the property. 2.0 Existing Conditions The existing project site consists of three separated motel buildings and a separate central building on the property that serves as a spa with an outdoor pool. The motels and spa have associated asphalt parking. All existing buildings on the property would be removed to accommodate the proposed development. The existing property is wooded along the easternmost portion of the property behind the existing eastern motel building. The topography of the land is generally flat and slopes slightly to the west towards South Roadway (Route 9). The typical slopes range from 1% to 10%. Elevations at the site vary between 316 and 320 feet above sea level. 3.0 Sanitary Sewer The existing property is served by municipal sanitary sewer and the proposed development will connect to the existing municipal sanitary sewer service. The proposed onsite sewer will be offered for dedication to the City of Saratoga Springs upon completion of construction. All gravity sewers will be designed and constructed in conformance with the City of Saratoga Spring, Saratoga County Sewer District#1 and the Ten State Standards —Wastewater. The City of Saratoga Springs conveys flows to the Saratoga County Sewer District#1 trunking system and Wastewater Treatment Plant (WWTP). The theoretical daily discharge from the proposed project (8,700 gallons per day) is well within the Saratoga County Sewer District#1's trunking and treatment capacity. 3 900 Route 146, Clifton Park, New York 12065 phone (518)371-7621 e-mail: info@edpllp.com ENVIRONMENTAL DESIGN eCID PARTNERSHIP,'LLP. sisal envirc 4.0 Water The existing property is served by water from the City of Saratoga Springs. It is anticipated that the water consumption for the proposed project site will be relatively equivalent to the hydraulic loading rate for the sanitary sewer approximately 8,700 gallons per day. The construction of the water system will include a hydrant and all the necessary valves, fitting and service connections. The proposed water distribution system infrastructure will be constructed in accordance with the City of Saratoga Springs, NYS Department of Health requirements and the Great Lakes Upper Mississippi River Board of State Public Health & Environmental Managers publication "Recommended Standards for Water Works". 5.0 Stormwater The project will disturb greater than one acre and will be subject to coverage under the New York State Department of Environmental Conservation (NYSDEC) State Pollutant Discharge Elimination System (SPDES) General Permit for Stormwater Discharges from Construction Activities (GP-0-20-001). This project would be considered "redevelopment" under the General Permit requirements. A Stormwater Pollution Prevention Plan will be prepared as the project progresses through the approval process. Stormwater will be managed on-site and treatment will be in accordance with the City and NYSDEC regulations. 6.0 Summary The proposed project conforms to the T-5 zoning bulk standards and will not require variances from the City of Saratoga Springs. Demolition of the existing buildings will require approval from the Design Review Commission (DRC).
