DESIGN GUIDELINES: The Design Review Commission will evaluate whether the proposed action (construction, alteration or demolition) is compatible with existing structures and surrounding properties using the following criteria: • Height—consistent with historic form and context of site and surrounding properties • Scale— relationship of structure and its architectural elements to human size, form, perception • Proportion — relationship among building elements including front façade, windows, and doors • Rhythm— pattern resulting from repeating building elements such as door/window openings, columns, arches, and other façade elements • Directional Expression —compatibility with horizontal &vertical expression of surrounding structures • Massing& Open Space— relationship of structure to open space between it and adjoining buildings • Setback—compatibility with surrounding structures • Compatibility of the following with surrounding structures/properties: - Major building elements (storefronts, doors, windows, roof) - Building materials - Color— (in non-residential zoning districts only) 5. DECISIONS:The Design Review Commission may approve, approve with conditions, or disapprove an application. The DRC may impose appropriate conditions and safeguards in connection with its approval including nature/quality of materials, manner of construction, and design. An applicant may appeal a denied DRC application on the grounds of hardship. Application approvals shall expire within 18 months of the filing date unless the project has sufficiently commenced (i.e. building/demolition permits obtained and construction/alteration begun). Project Overview The house is modest in size (approx. footprint of 1,500 sq. ft.) and is listed as a contributing building to the East Side Historic District on the National Register of Historic Places(along with 340 other properties). With careful consideration of available options and the feedback shared by the DRC and the Saratoga Springs Preservation Foundation,the owners propose to: • Maintain or repair the original, primary structure; • Enhance the functionality of the property; and • Conform to zoning requirements. The owners are invested in maintaining critical features of the original, primary structure—both exterior and interior.The application requests improvements to accommodate a family, including the addition of one bedroom,functional kitchen and living space,and a one-car garage. It is important to the owners that these changes retain and complement the character of the house. It is equally important to the owners that the design balances this interest appropriately with the needs of today's lifestyle,which differ greatly from time the house was built—a common dilemma with old homes. 1 Previous Discussion and Feedback Feedback from the DRC shared during the October 7, 2020"sketch discussion" helped inform changes to the design/application, including: • Clarification of intent to retain original features and materials where feasible and in good condition • Modification of the link between the garage and house as follows: o The entry has been pushed back to allow more room around the existing powder room window, o The rear door has been removed to optimize use of the decreased square footage, and o The everyday entry facade has been modified to incorporate a predominantly glass door and decorative panels (as opposed to siding) so that the link better distinguishes the garage from the original structure. With regard to the relevant New Construction Historic District Design Guidelines for Additions raised by the Saratoga Springs Preservation Foundation in the letter submitted to the DRC on October 7, 2020: • The majority of the addition will be located at the rear of the existing structure where it is least visible and least affects the perception of the original structure. • The addition will not obscure, damage or destroy the character-defining features of the primary building.The proposed, recessed one-car garage will nominally impact the streetscape, as it will only be visible within approximately 100-150 ft. in either direction (depending on time of year). • The additions will be constructed leaving the vast majority of the primary structure intact. • Materials and details will complement those of the original structure and Greek Revival characteristics. • Regarding the proposed one-car garage: o The garage will be recessed, relative to the original structure, and will be connected to the existing structure by a further recessed "link" so as to defer prominence to the primary facade. o Placement of the garage further back would effectively ensure the loss of the historic American Elm located at the rear of the property. o Garage access from the adjacent alley, Sweeney Way (a city owned alley), is not a viable option for reasons outlined during the "sketch discussion" (e.g. extensive degradation, inadequate routine maintenance, and narrow width that would require the same unviable placement as above). o Open-air carports/porte-cocheres do not provide alternatives to contemporary garages. While they may provide shelter for vehicles,they do not offer the much-needed, weather-proof storage for other home maintenance equipment and belongings. • Regarding the existing one-story expansion and proposed south addition: o The existing one-story expansion does have a stone foundation and was built by the time the home first appears in available maps; however,the structure is not architecturally significant and is not fully original—all visible materials on the first floor interior were replaced by the prior owner after a tree fell on the home. 2 o Additionally,this portion of the existing structure is in violation of current zoning ordinances and building codes, extending to less than two-feet from the property line along Sweeney Way. o The application proposes removing the structure and replacing it with a two-story addition that mimics the original design and intent, but better ties into the original structure and layout. o This new addition would allow for a hallway to the rear addition and a sorely needed third bedroom, and will bring the building into compliance with zoning. Additionally, the owners welcome further feedback from the Preservation Foundation regarding the restoration of the front porch to revert to Greek Revival elements, as opposed to the Colonial Revival features installed by a prior owner. Street-Facing Elements • Porch: The owners propose retaining and repairing the front porch of the residence (as shown above). This will involve shoring up the structure including re-framing for the floor and installing new Douglas Fir (or equal) T and G porch decking. The columns have rotted with some deteriorated beyond repair and will need to be replaced. For this,we are proposing a Tuscan style wood or fiberglass column by Pacific or equal. The porch's metal roof shows signs of significant deterioration. If necessary, it would be preferable to replace the roof in kind, dependent on budget. • Windows:The existing windows, and storm windows on the first floor, are original but are not in working order. The owners intend to restore and repair the windows. If a window requires replacement,the application recommends Andersen (400 Woodwright series or equal). • Front Door:The owners intend to retain and restore the original front door. • Siding: The owners propose removal of the existing vinyl siding. After the siding is removed, the original siding will be examined to assess its condition. If the siding is in poor condition and requires replacement, the application recommends new siding be installed.
