SITE PLAN REVIEW SUBMITTAL CHECKLIST
Listed below are the minimum submittal requirements for site plan review as set forth in The City of
Saratoga Springs'Zoning Ordinance Appendix B. The Planning Board reserves the right to request
additional information, as necessary, to support an application. The Board also reserves the right
to reject the application if these minimum requirements are not met. Please complete the checklist

19 Washington Street Development
The project anticipates the construction and redevelopment of buildings and parcels owned by 353 Broadway
Acquisitions,LLC.The project proposes to develop a new building that would front along(19)Washington Street.The
project seeks to connect multiple buildings along the Broadway frontage and develop or redevelop the land behind the
main buildings.The Rip Van Dam and"Starbucks"occupied buildings will be restored to redevelop the 15,273 GSF into
Commercial space on the first floor and basement,seven hotel rooms and four apartments.The new building being
constructed with the primary frontage on Washington which will include+/-ninety new residential units and+/-thirty-one
new hotel rooms.The new building will include garage parking for approximately 101 vehicles within lower level and first
floor level decks with access off Washington Street.The project will include new walkways along all the street frontage
along Broadway and Washington Street.Improved streetscape and stormwater treatment will be included as part of the
project redevelopment.The existing stone house which was once the parsonage will be adaptively reused to
accommodate the operations and administration offices for the hotel and restaurant.The project proposes to address the
increase in impervious area by utilizing green roof systems on a portion of new roof as well as infiltration within the
courtyard area.
Previously projects have been approved for a portion of this site to include as many as 176 new hotel rooms and a 200
seat banquet hall.As well as modified version of that approval to include 159 hotel rooms and 200 seat banquet hall.
The most recent approval for the Rip Van Dam project anticipated an increase in vehicular trips during the peak hour of 99
trips.The current proposed project would see an increase of 81 trips during the peak hour.This development presents a
reduction in vehicular trips as compared to previously approved proposal and is producing less trips than the previous.No
modifications to the SEQRA should be needed.

PROJECT DESCRIPTION
The project proposes the expansion of the existing building located at 353 Broadway in the City
of Saratoga Springs, NY. Vehicular access to the site is from Washington Street. The site is
located on the northwest corner of the intersection of Broadway and Washington Street.
The project includes construction of 86 new apartment units (116 bedrooms) and 31 one -
bedroom hotel rooms. There will be a mix of studio, one and two-bedroom apartments in the
building. For this study, the studio units are treated as one -bedrooms. There will be 30 two-
bedroom units and 56 one -bedroom or studio units for a total of 116 bedrooms.
EXISTING CONDITIONS
Water Distribution — A 10" water main is recorded to be on the south side of Washington Street.
Historical hydrant flow test data in this area indicate a static pressure of 89 psi. A residual pressure
of 82 psi was recorded with the hydrants flowing at approximately 1,113 gallons per minute.
Projected available fire flow is 4,255 gallons per minute (gpm) at 20 psi as calculated below:

Sanitary Sewer — A 12" vitrified clay sanitary main runs along the center of Washington Street.
The City gravity collection system eventually takes the wastewater to the Saratoga County Sewer
District Pump Station at High Rock Avenue and Warren Street. From there the wastewater is
pumped to County trunk lines and the treatment plant in Mechanicville.
The majority of the project site is an existing parking lot, with no sanitary or water services,
however, the building located at 23 Washington Street will remain and will utilize the existing
sanitary and water services that are available at that address.
SEWER AND WATER USAGE
The table below provides information on the anticipated average potable water use and
wastewater flow rates for the project. Water use and wastewater flow are estimated to be equal

for this study.
The Hotel Offices listed below will be housed in the 23 Washington Street building, which will
be utilizing existing water and sanitary services.

Summary of Design Flows
Average daily flow for wastewater is estimated to be 15.2 gallons per minute (gpm) based on an
18 -hour day. Estimated peak hourly flow is 63.8 gpm (4.20 x average).
Average daily demand for water is estimated to be approximately equal to the wastewater flow
or 15.1 gpm.
For the purposes of input into the City of Saratoga Springs water model, we offer the following
estimated water demands for the project:
• Average Day Demand is 15.2 gallons per minute (GPM) over the 18 -hour period.
• Max Day Demand is 30.4 gallons per minute (GPM) based on twice the average.
• Peak Hourly Flow is 63.8 gallons per minute (GPM) based on 4.20 times the average.
• Fire Flow Demand is 1,000 gallons per minute (GPM) per ISO guidelines.
PROPOSED CONDITIONS
Water Distribution — To service the project, the existing 10 -inch ductile -iron water main on the
south side of Broadway will be tapped to provide a 6 -inch combined fire protection and domestic
service lateral to the building. A combined fire protection and domestic waterline will be
brought to the building's mechanical room where the domestic line will tee off and be metered.
Fire suppression for the building will be provided by fire sprinklers. The nearest fire hydrant is
located on the south side of Washington Street, directly across the street from 23 Washington
Street, which is part of this project.
The minimum needed fire flow (NFF) is 1,000 gallons per minute at 20 psi for a duration of two
hours according to the Insurance Services Office Guide for Determination of Needed Fire Flow
for residential occupancies protected by an automatic fire sprinkler system. Fire flow test results

in the immediate vicinity indicate adequate pressures and flows for this building.
Connections and appurtenances, including tapping sleeves, mechanical joints, tees, isolation
valves, thrust blocks, trenching, bedding, as well as testing and disinfection will all be specified
in accordance with City of Saratoga Springs standards.
Sanitary Sewer — Sanitary sewer service for the project will be provided by the City of Saratoga
Springs 8 -inch vitrified clay sewer main along Broadway. A 6 -inch PVC sewer service from the
proposed building will wye into the existing 8 -inch sewer main using a saddle connection. The
sewer lateral will maintain a minimum slope of 2%.
All sanitary sewer mains, laterals, manholes and manhole connections will be furnished, installed
and tested according to City of Saratoga Springs standards.

Saratoga Springs Complete Street Policy Vision (May 2012)
The City of Saratoga Springs Complete Streets Policy will encourage the development of a complete streets
network throughout the City to create a more balanced transportation system. The Policy shall be consistent
with and assist in achieving the goals and recommendations set forth in the City's Comprehensive Plan and
other policy documents. The Policy shall ensure new and updated public and private projects are planned,
designed, maintained and operated to enable safer, comfortable and convenient travel to the greatest extent
