It was brought to my attention this property was excluded from the West Avenue Special Assessment District(WASAD)formed in or about 2001 to make improvements within the district; specifically,to extend and replace existing public water and sewer Iines. I briefly spoke with local attorney Mathew Jones who informed me you were the person with the most knowledge on this issue. The property owner wishes to make improvements in the future and is attempting to determine: (1)Whether there was any rational basis for leaving the property out of the improvement zone and(2) whether there is any remedy that exists now to make connection to public water and sewer financially feasible?The City purposely relegated this property to an island cut off from public services. It was not fair and it is potentially unsafe. The exclusion of this property from city services represents a public safety concern, which is whether or not in the event of a substantial fire the Fire Department could reasonably respond given the great distance to the nearest fire hydrant? Does the city or a private contractor intend to extend public water and sewer beyond the Post Office as part of the massive"Intrada"project under way across the street?And if so will there be additional fire hydrants installed on both sides of Washington Avenue for the safety of all citizens and commercial property owners? Why was no thought given to the remainder of this corridor before all these major projects were given approval?Not to mention the last residential structure in the area? I hope you understand my concerns. My client does not wish to be purposely excluded for a second time from the public benefit and safety of having a reasonable means to connect to the public water and sewer lines and a fire hydrant in the event of a major catastrophe. Plans were already approved for the"Intrada"project and I feel you gave no consideration to the future and safety of the remaining elements on Washington Street. It was inappropriate and frankly negligent. What is the City willing to do now to remedy the situation before it is too late?Your prompt response in this matter is greatly appreciated given the construction already under way.
