Project Description A. General Project Description This Locally Administered Federal Aid Project(LAFAP)will improve pedestrian safety and walkability within the City of Saratoga Springs by installing sidewalks in locations where there are "missing links" in the existing sidewalk network. The project involves the construction of approximately 1.8 miles of sidewalks,ADA compliant street crossings, pedestrian amenities, curb installation, and drainage improvements (as needed) along eleven roadway segments throughout the City. B.Area of Potential Effect The project limits include sidewalk installation along multiple streets in the City of Saratoga Springs, Saratoga County New York; as follows: 1) Seward St. from Pearl St. to Morgan St. 2) 1st St. from State St. to N. Broadway 3) State St. from 1st St. to 3rd St. 4) 3rd St. from State St. to N. Broadway 5) East Ave. from N. Broadway to Bryan St. 6) East Ave. from Maple Ave. to Route 9 (west side) & Route 9 to Encore bldg. (east side only) 7) East Ave. from Bingham St. to Avery St. 8) Vanderbilt Ave. from Crescent St. to Fenlon St. 9) W. District, NR#93NR00473 Hyde St. to USN 09140.001530 West Ave. The depth of excavation will be limited to 2 feet deep for curb installation in the existing roadway and 12-18 inches of excavation will be required for the proposed sidewalk installation areas.Also, spot drainage improvements may be required in some locations where curb is being added,with an excavation depth of no more than 6 feet in order to connect to existing drainage structures. Tree removals will be required within excavation limits to 2 feet in depth to grub the tree stump. p. 2 of 6 The Area of Potential Effect (APE)for the project is defined as any land that will be impacted by the proposed work, including grading. Please see the attached design plans showing the APE. C. Project Objectives The objective of this project is to install sidewalks where there are "missing links" at eleven locations throughout the City of Saratoga Springs. All project locations are in or connected to a Tier 1 Pedestrian District and will make improvements to pedestrian safety and accessibility that connect various pedestrian generators throughout the City. The project will consist of concrete sidewalks,ADA street crossings, signage, and pedestrian amenities. Also, curb and drainage improvements will be installed where necessary to meet existing infrastructure along the roadways. This objective supports the City's Master Plan initiative. D. Existing Condition There are several locations within the City that experience high volumes of pedestrians that do not have sidewalks installed in all locations along particular streets. These "gaps" in the sidewalk network abruptly force users to find alternate routes,walk along grass footpaths or on the shoulder of the roadway making it difficult and potentially unsafe for pedestrians to travel within the City. The City selected these locations to complete their network of sidewalks based on the pedestrian needs and desire to access landmarks within the project area. E. Discussion of Alternatives Null or No-Build (no-action)-This alternative does not include any proposed improvements to the pedestrian facilities within the project limits. Pedestrians will be required to continue to find alternate routes or walk along the existing grass footpaths, uneven ground, or narrow roadway shoulders along the roadway corridors. This alternative does not satisfy the project objective and has therefore been eliminated from further consideration. Preferred—New Sidewalk Construction—This alternative includes the construction of new ADA conforming 5 ft. wide concrete sidewalks and completes the gaps in each roadways pedestrian corridor, making it fully accessible for pedestrian and disabled users. ADA compliant curb ramps and intersection treatments will be added for safe, efficient and accessible usage. Concrete curb and drainage will be added to some areas as needed and is dependent on the existing conditions and characteristics of the roadway. The proposed project includes approximately 1.8 miles of new sidewalks that will complete the streets pedestrian access route. This alternative will not have any right-of-way(ROW) impacts and will occur completely within the roadway ROW. 2. Steps Taken to Identify Historic Properties A query of the State Parks Cultural Resource System (CRIS)website indicated that the entire project limits are located within an archeological sensitive area. Additionally the project work limits are located within 5 National Registered Historic Districts; and there are 22 National Register Listed Properties and one Eligible property adjacent to, but not within the project limits. p. 3 of 6 3. The property at 754 N. Broadway has brick paver sidewalks that will be retained as part of this project and will not be disturbed. The proposed concrete sidewalk will adjoin with the existing paver sidewalk. All proposed work will remain within the existing highway boundary. NR#90NR02846—Project area along W. Fenlon St. (location 9) 4. Basis for Recommended Project Finding NYSDOT will make the recommendation to FHWA and the SHPO on the proposed projects effects on properties either listed or eligible for listing on the National Register of Historic Places (nearby/outside the APE). The project will include: • All sidewalk and curb installation will be within the existing City Right-of-Way. • No work or disturbance proposed to contributing factors on the NR listed properties. • Limited tree removals adjacent to NR listed properties. • New sidewalk construction matches the predominant conditions throughout the City. Avoidance measures to protect eligible historic properties will be outlined on the project plans. There are no permanent right of way acquisitions proposed for this project. Additionally, no historic structures will be removed and the actions will not impacts the setting and the nature of the Historic Districts. 5. Public Involvement A public informational meeting will be conducted for the project in the spring of 2021.
