Ferradino, Esq. • stef@ferradinofirm.com February 22, 2021 Saratoga Springs Planning Board Attn: Susan Barden City Hall —474 Broadway Saratoga Springs, NY 12866 Re: 15 Rock Street Sketch Plan Review Dear Susan: Enclosed please find the below documents related to the submission of an application for a sketch plan review of a proposed 4 lot subdivision on Rock and Catherine Street. As per the city requirements, 3 completed packets and one electronic version of the below information are being submitted to your office. 1. Completed and executed Sketch Plan Submittal Check List; 2. Preliminary Subdivision Application and Check List; 3. Short EAF 4. Proposed Subdivision Plan; and 5. Application Fee in the sum of$330.00. Per our discussions the last several months, this is an application seeking the planning board's input regarding the proposed four lot subdivision. As we have discussed with your office and the building department, in the absence of the draft provisions pertaining to historic structures/carriage houses allowing residential uses being enacted, we are seeking to have the historic barn on its own separate lot in order that we may preserve and restore the structure for residential use. The barn pre-dates the main house at 15 Rock Street, which was constructed in1867. The historic structure has room for 2 stalls of parking and a small studio apartment with loft bedroom above the garage bay. The exterior would maintain its existing appearance. If the planning board is amenable to the subdivision as proposed, we understand our next step would be to seek approval of the zoning board for all the necessary variances, including substandard lot size. 63 Putnam Street, Suite 202 • Saratoga Springs, New York 12866 (518) 260-1229 • www.ferradinofirm.com Page 2 Estimated water increase would be 110 gallons/day for the historic barn structure (one bedroom) and either 330 or 440 gallons per day for the other two single family lots, dependent upon whether a 3 or 4 bedroom home gets constructed. The required three hard copies of the application will be submitted to you at city hall.
