Please see below for comment responses. Comment 1: Open Space Land Management Plan proposes to designate City as the Land Manager if/when land and proposed trail system is opened to the public. At this time, the Public Works Dept. will not agree to take responsibility for maintaining open space lands or any improvements thereon without further review and consideration. Response 1: In October 2020, LA Group met with City staff and DPW to discuss Open Space Land Management Plan (OSLMP). At the meeting,the City stated they would not take responsibility for maintaining the open space or improvements at this time. In the future if the City did want the proposed trail constructed, they would take responsibility for maintaining the trail and associated parking lot. Since that meeting the LA Group revised the plans to indicate that the trail and parking lot would be "constructed at a time when City of Saratoga Springs provides public access." Additionally,the OSLMP states that"open space will remain in private ownership until a time the City of Saratoga Springs takes responsibility for maintenance of the lands,trail and associated features such as the parking area." Note that neither the plans or the OSLMP obligates the City to take responsibility for maintaining the open space but does allow them in the future if they so desire to have a trail. Comment 2: The project engineer has not provided a response regarding addt'I borings as recommended in Comment#26 from City's Designated Engineer(letter d. 10/6/20). Response 2: The geotechnical investigation was completed to a depth of 4.5'to provide recommendations on the road section. The applicant is aware that blasting or dewatering may be required to install the proposed utilities. The presence of water/rock for the installation of the utilities do not change the proposed road section or depth/location of said utilities. Dewatering notes and requirements are included on Sheet L-5.0. Detail of the underdrain and requirement that the subgrade shall be proof rolled in the presence of the Owner's Representative is included on the typical road sections, Sheet L-7.0. Comment 3: Sheet L-4.0: Remove road sign(s) reading "No Salt Zone". Winter maintenance is at the discretion of Dept. of Public Works. Response 3: "No Salt Zone"signs will be removed from the plans. Note that this was requested by the Planning Board due to concerns with adjacent wetlands. Comment 4: Sheet L-4.1 & L-4.2: Include new street names and a street address for each lot. Include information on other sheets, as needed. Response 4: Street names and addresses will be added to the plans for approval by the City. Note that proposed street names are "Riley Farm Lane"and "Kanachta Lane." Comment 5: Sheet L-5,0, 5.1, 5.2, & 5.3: -Provide finished floor elevation and also proposed grading for each lot. -Pocket Pond on private parcel (Lot 1) and designated open space. Is this amendable to access and long-term O&M. -Add proposed underdrain symbol/line type to the legend. Response 5: - Individual lot finished floor elevations and grading will be provided on the plans. -Yes, both Pocket Ponds on Lot 1 and Lot 11 are within the open space area and will be maintained by the individual homeowner. -Under drain symbol/line will be added to the legend. Comment 6: Sheet L-6.1 -Add 8"gate valve at intersection of new roads to facilitate isolation of future extension. -Extend water main and relocate hydrant a safe distance from turn-around at end of side road. - If required by NYSDOH, show area reserved for septic system replacement on each lot. Response 6: -8" gate valve will be added to the plans. -The water main has been extended and hydrant relocated to avoid potential conflict with vehicle turnaround. -NYSDOH Appendix 75-A states that"an additional useable area of 50 percent shall be set aside for suture expansion or replacement whenever possible." Due to the desire to minimize lot size,thus preserving the open space, a 50% expansion/replacement area is not feasible. Note that septic system sizes depicted on the plans assume 4- bedroom homes. Comment 7: Sheet L-7.0 - Typical Road Section Details#2 and #3 still under review. Final details shall be to the satisfaction of the City Engineer and/or DPW. -As noted on Road/Utility Profile, provide reasoning for 1) poly-wrap of water main and 2) 6- ft-min. pipe cover(vs. standard 5-ft) Response 7: -Noted. -Town Designated Engineer requested the water main be lowered to have 6' of cover per the Chapter 241 of the Subdivision Regulations. LAG would prefer to keep with the City standard of 5' of cover. City to please confirm 5' of cover is acceptable. The water line is proposed to be poly-wrapped due to the potential corrosive soils and high groundwater. Comment 8: Sheet L8.0: Concrete curb detail#2: as referenced, include City Standard Concrete Specifications. Response 8: City standard concrete notes will be added to the plans. Comment 9: Sheet L-8.1: Catch basin detail#4: Specify storm pipe to be mortared in place with non-shrink grout. Response 9: Use of non-shrink grout will be added to the plans.
