Owner Signature: Date: City of Saratoga Springs-Site Plan Review Application 2 Saratoga Hospital Morgan Street Campus Application for Sketch Plan Review Project Narrative The Saratoga Hospital proposes development of the Morgan Street Campus on three parcels of land it owns at the intersection of Myrtle Street and Morgan Street in the City of Saratoga Springs. The project follows the December 23, 2019 rezoning by the Saratoga Springs City Council of two of the three parcels. The project involves the (i) construction of a 75,000 +/- square foot medical office building fronting on Morgan Street, (ii) renovations for the adaptive reuse of the former DiCresce residence located in the area immediately adjacent to the Hospital's existing campus along Myrtle Street, and (iii) the construction of a garden structure (which may include a greenhouse, pergola or other garden structure) at the northerly edge of the first phase of development. This phase will include the installation of roughly 390 parking spaces in the immediate vicinity of the medical office building and the former DiCresce residence as well as the development of a community garden in the area near the easterly boundary of the property (see attached drawing entitled "Phase I Plan"). Following site plan approval by the Saratoga Springs Planning Board, mobilization and preparation at the site would be scheduled for the third and fourth quarters of 2021. Further development under the potential future phases depicted on these drawings would depend on community need. Community need was the primary driving factor for the first phase shown here. At this time, the Hospital has no plans to construct the three buildings (roughly 10,000 square feet each) depicted in the second and third phases. However, these drawings represent an assessment of potential further development to meet longer-term future development should the needs of the Hospital and the community require more medical office space in close proximity to the Hospital. Under those circumstances our best estimate of the parking needs to accommodate the additional buildings in these two phases would be met with an additional 150 +1- spaces, as shown.
