Al� parties as defined be�ow are respansib�e for executing the SWPPP, complying v�ith the requirements set forth �n the NYSDEC's State Pollution Discharge Elim�nation System �SPDES} General Permit �GP-�-2�-��1} and with the requirements of any local ga�erning agenc�es ha�ing jurisdiction over the proj ect. This S�VPPP outlines methods that �wners, Contractors andlar subcontractors can use to maintain vvater quality and pre�ent sediment laden runoff from en�tering surface waterbodies and other sensiti�e environments. This pian describes methads for storm�vater management and summarzzes s�ormwater pollution pre�entian practices that can be used from the start of construction until the project has undergone final stabilization. 1.1 Responsibi�ities af th�Participants All responsible parties sha11 comply with the measures set forth in this SWPPP and in ac�ardance with the NYSDEC General Permit. The fo�lowing outlines the respons�bilities of all partic�pants: �.�-��������,�����r��r������������e The follovving is a summary of�he��ner's responsibilities: 1. Satisfy the requirements af the State Enviranmental Quality Review A�t when SE�R is applicable and where required, all necessary Department permits subj ect the Uniform Procedures Act�UPA}. 2. Read and understand the Notice of Intent (N�I� and the S'L�TPPP to mal�e sure they are in accordar�ce with the requirements of the General Permit. �ertify the N�I and the SWPPP by sign�ng the �wnerl�perator �ertification statement contained in the N�I. The owner sha11 ha�e the SWPPP preparer sign the "SWPPP Preparer �ertificatian" cnn�ained in the N�I. The N�I should then be submitted to: NYSDE�"Notice of Intent" Bureau of Water Permits 625 Broadvvay Albany,Nevv York 12233-35�5 3. If the proj ect is subj ect to the requirements of a regulated, trad�tional land use cantrol M S4, the SWPPP shall be revievved and accepted by the MS4 prinr to submitting the N�I to the NYSDEC. If accepted, the M54 wil�szgn the"MS4 S�PPP Acceptance"form. 4. Ensure�he provisions of the S WPPP are implemented fram the camrnencement af constructian act�vity until final stabilization and the Notice of Termina�ion�N�T}has been submitted to the NYSDEC. 5. Identify the contrac�or�s� andlor subcontractors�s) invol�ed �vith construction activity that disturbs site soils prior t� commencement of construction. Requzre all contractar�s} andlor su�contractor(s} fu11y implement the SWPPP and adhere to requirements set forth in the General Permit by having them sign the"contractor certification" in Appendi�A, Each of these�on�ractors and subcontractors sha�l have at least one trained individual fram their company that will be responsible for implernentation of the SVL�PPP a�d he a�s����h��snil�iisturbing activi�ies are occurring. 6. Maintain a capy of the General Permit (GP-�-2�-��1}, N4I, N�I Acknowledgement Letter, SWPPP, M S4 S�PPP Ac�eptance form, Contractor �ertification�s}, and inspection reports for the duration of 3 flf 21 C�I15�I`L1Ct1�I1 aCtlVlty Uritll a N�T 1S �11eC� Wlt�7 t�l� NYSDE�. These documents should be kept in a secure location on site accessible during nnrmal working hours. 7. �btain the services of a qua�ified inspector to conduct regular on-site inspections for general campliance with the SWPPP and the SPDES General permit at leas�nnce e�ery seven�7}calendar days. 8. LJpon project completion and when the site has reached fina� stabilization, the �vvner shall have the qualified inspector perform a final site assessment. If the proj ect has been properly stabilized and has met all requ�rements, the qualified �nspector sha11 sign the "�ualified Inspector Certification" of the N�T. The awner shall cer�ify the N�T by signing the cer�ification con�ained in the N�T. Retain all site records and documentation including pr�ject p�ans and reports, the SWPPP, SWPPP inspection reports and a1� records of data used to complete the N�I far a minimum of five �5} years from the date the site reached fina� stabilization. �Ff►�����Y�4�'�:A�.��������� The following is a summary of the Engineer's responsibilities: 1. Pr�pare this SWPPP using good Eng�neering practices, best management practices, and in compliance vvith NYSDE� Stormwater Regulations under General Permit ��P-��24-041} and the "New �ork Standards and Speci zca�ions fo�Erosion and Sedirnent Control". 2. Prepare the N�I far the�wner to submit to the NYSDE�. The SWPPP preparer shall sign the"SWPPP Preparer�er�ificatian"cvntained in the N�I. 3. Update the SWPPP each time there is a significant modification to�he design or construction which may have a significant effect on the pa�ential far discharge of pollutan�s in�o recei�ing vvat�rs. Con�ractors and Suh Contractors The fallowing is a summary of respansibi�ities for�ontractors andlor subc�ntractors invol�ed with construction activities that disturb sails on si�e: 1. Certify that the S�PPP has been read and understood by signing the Contractor�ertificatior�statement contained in Appendix F of thxs report. 2. Fully implement the SWPPP and the requirements set for�h in the SPI]ES General Permit. 3. �onduct inspections on a regular basis of the erosion and sedimentation contrals installed at the site. Rc�pons�blc f�r installing, canstructing, re�airing, ins�ect�ng, an�i nlaintaining thc crosian and �cdimcnt cantrol pra�tices. Each of these contract�rs and subcontractors shall ha�e at least one trained individua� from their company that will be responsible for implementa�ion of the SWPPP and be on si�e when so�l disturbing activities are occurring. 4 of 2� ���������������i The fo�lawing is a summary of the Site Inspector's responsibilities: 1. �onduct on-site inspections at least once e�ery seven(7} calendar days for general compl�ance with the SWPPP and the NYSDEC SPDES C'reneral Permit. Inspection repor�s will be provided to the�wner and a11 contractars ar�d subcontractors involved with earth disturbing acti��ties within one business day of the field inspection. The inspec�or shall sign the certzfying statements contained at the end of the inspection repor�s. 2. Review the SWPPP logbool�on a periodic baszs to ensure compliance and update as necessary, 3. When construction is complete, provide the �wner with a final site assessment �erifying that the site has undergane final stabilization and met all requ�rements of the SWPPP and the General Permit. 4. When the site has undergone final stabil2zation, prepare the N�T and sign the "�ual�fied Inspector Cer�ification". Subsequent sections cantain a descriptian of the manner in wh�ch site runoff wi�i be managed�o minimize effects on areas adjac�nt to the site. � Z.1 Location The project is Zocated a�ang Crescent Road between Adams Street and Jackson Street in the City of Sarataga Springs. The project encompasses two parcels approximate�y�.28�acres and�.66�acres in size and an undeveloped a��ey of approximately�.�5� acres praviding a total proj ect area of�.99�acres. The proj ect area is currently occup�ed by a single-fami�y residence along�ith areas of large evergreen trees and grassed�a�vn currently utilized for parking for the Saratoga Springs Racetrack and an existing gravel drivevvay. The parcels are located vvithin the UR-2 Urban Residential�zone as zoned by the�ity of Saratoga Springs. Z.2 Tapography Based on US�S topagraphy imported data, the site generally slopes from a high poin�located along the �niith���tern�rn��rty r:nrnPr tn#hP nnr�h �n� v�es�tn��rd�th�nc�rthern�ic�L�nd�ry Qf the projec�t are�. 2.3 Wetlands and Watercourses The parcel does not cantain any wetlands or water�ourses. 5 of 21 2.4 Threatenedl Endangered Species The parcel does not contain any threatened or Er�dangered 5pecies. 2.5 Land Co�er The proj ect site is currently occupied by a single-family residence, grassed lawn areas and a gravel dri�eway utilized for parking for the Saratoga Springs Racetrack. 2.6 So�ls • Dee�f etd Loamy�'ine Sand, (De14}—�4 tn 3%slapes}: This is a very deep, moderately well drained soil formed in water sorted sand. It is found on the glacial outwash plains and terraces. The permeabi�ity is maderately rapid or rapid in the surface,rapid in the subsoil and�ery rapid in the substratum. Surface runoff generated is slow and the soil has a slight erosior�hazard. Depth to bedrock is generally greater than 5 feet. �Hyd.ro�ogic Soil Type A� �.7 Existing Land Use The proj ect site is currently occupied by a single-family residence, grassed lawn area and a gravel dri�eway ut�lized for parking for the Saratoga Springs Racetrack. 3.0 PR�JECT DES�RIPTI�N The proposed proj ect consists of single-family development. The site developmer�t wiil include the demolition af the existing sing�e-family residence and the subdivisian of the exist�ng�.99�acre project site into G parce�s. �ne sing�e-family residential uni.t is proposed for each parcel.The prapos�d residences will be ser�ices by nev� publ�c water and sanitary sewer ser�ices. Disturbance of the proj ect area will be minimized to the greatest extent possible. 4.0 STURMWATER ER�SI�N AND SEDIMENT C�NTR�LS Several types of temporary erosion and sediment controls are required during canstruction as shown an the proj ect plans and per the General Permit. Guidelines and recommendations can be faund in the "New York Standards and Specificatians for Erasian and Sediment�antro�." Se�ection of�emporary stormv�ater controls will be or� an "as needed basis" and will depend on �he specific �onditians of the site. Since site characteristics can change sigruficantly during construction, �t is impartant ta monitor the site regularly to ensure the proper selection and implementation of the necessary controls. 4.1 Erasion and Sedimentation�ontrols ��*��,��f��'��Y�a����f����l�f��� These controls include, but are not lim�ted to stabilized cons�ruction entrances, silt fence, canstruction fencing, Rolled Erosion Control Product,Mulch, soil stockpile areas, and staging and vvaste areas. �������f��,���'������i����������� �'��r��r�� . This temparary structural measure is a stabilized pad of aggregate underlain �vith filter fabric located at any point where traffi� will be entering or leaving a construc�ion site to �r fram a pub�ic right-of-way, street, alley, side�all�or parking ar�a. The purpose of a stabi�ized construction entrance is to reduce or eliminate�he tracking c�f sec�izra�r�� c�r��c� �u�lit� ri��i�5-�r way� c�r s�ree�5. T��� �r��rdnc�� 5ha1I be rriairi�airi�a iri d c;c�ric���i�ri w�ii��i will prevent tracking of sediment onto pub�ic right-af-v�ay, street, alley, sxdewalk or parking area. This may require periodic top dressing with addi�ional aggregate. This vvili remain in place and be maintained until the project site has been permanently stabi�ized. 6 of 21 �r'���'�.����F���� This temporary structural measure is a temporary barrier of geotextile fabric used to intercept sediment laden runaff frorn sma�l drainage areas of sail. It is insta�led along the perimeter of impac�ed areas and along the base of fi�l slopes. Si1� fencing is effecti�e in reducing stormwater runoff �elocities, assist in the deposition of transparted sediment load and prevent erasion of soils onto adjacent areas. Maintenance shall be performed when the silt fencing has been damage or coilapsed and material remo�ed vvhen "bulges" �genera�ly v�hen the depth of sediment equa�s �13 of the fence height} de�elop in the silt fence. These v�ill remain in place and be maintained unttl the pr�j ect site has been permanently stabilized. Construc�ion Fencin C'hain Link Fencin or�'�'� ��� This�emporary structural measure is installed along the perimeter of the praject area. In many cases the limits of disturbance will coincide with the fencing or flagging or indicate buffer areas to be protected. The fencing or �lagging is effective when used to separate the proj ect area from the adj acent areas used by the public. Construction Fenc�ng, Chain Link Fencing ar F�agging is relatively lovv maintenance, but should be repa�red when damaged. These v�ill rema�n in place and be maintained until the project site has been permanently stabi�ized. ���������.�����r �������������������'�'�� This temporary structura� measure is installed in areas that have steep slopes (generally greater than 3:�} to stabilize the slape and reduce the erosion potential. RE�P's types include jute netting, stra�v h1anl�ets, wood fiber (excelsi�r} blankets, polypropylene blaa�a.�ets, straw-caconut blankets, coconut fiber blankets, etc. The RECP's are typically impregnated v�ith grass seed and sometimes stapled t� the exposed soil. Inspect RECP's after each rain event and repair if needed, including installing additional material and stap�es. If the RECP is undermined, ral� back the material, add soil to finish grade and rep�ace the material with staples as needed. In most cases,these wil�remain in place permanently�degrading over weeks,months or even years}. ������������� This ternporary s�ructura� measure is a plant residue or other suita�le material that is appl�ed to the bare sail surface to pre�ent soil erosion. Mulching is effective in conser`ring maisture and modify surface soil tempera�ure fluctuations, prevent surface compactian or crushing, reduce runoff and erasion, control weeds and help establish plant cover. Mu�ching types include plant fibers such as hay or straw, chipped native materials, green or cornposted organic materials, wood or bark chips, hydraulic mulches from recycled paper, hydraulic mulches from wood f�ber, and hydraulic matrices �bonded fiber matrix�. Inspect mulches after each rain event and repair if needed, including app�ying additional mulch. These will remain in place permanently �degradxng over�veel�s,months or even years�. �������������������� These are appro�ed locations where topsoil and ather soil materials may be stored. These stockpiles wi11 be protected from erasion by a number of inethods, including installing silt fencing around the down gradient perimeter of the stockpile and seeding and mulching the s�ockpi�e when not in use for mor�than 14 days,unless the stocl�pile wi11 be active v�ithin 2� days. �����������+� �����,����•�.��.�, These are appraved locations where non-soil, non-erodible materials may be stored. Sails sha11 not be stored in these areas. Pro�ect plans specify the �ocation, size, quantit,y, and details of the selected temporary measures. Steep sl�pes and exposed soils should be stabilized vvith silt fences, mulching blankets, gea-textiles, geo-synthetic drainage netting, hay or any other stabi�ization measure shall be used that w��� significantly reduce the risk of erosion. Stabilizatian measures should be initiated as soon as practical in portions of the site where construction activities have tempararily or permanently ceased, but in no case more than 14 da�s. All disturbed areas vv�ll be 7 of 21 recla�med by use of permanent vegetation, impervious surfaces including structures and paved driveways and roads. 4.� Uther Pallutant Cantro�s Paints and Solvents During construction, temporary structures such as construction trailers may�e moved on site to store items such as paints, solven�s and gasoline pertinent to the continuation of construction activities. The intentian af these structur�s is ta shelter poter�tial contaminants from stormwater and reduce the potential of taxic chemicals from er�tering the stormwater runoff due to cons�ructian activities. Solvents and detergents may be stored on-si�e that v�ill be used for regular cleaning and maintenance of canstruction vehicles or temporary structures. Solvents shall be used in cleaning machinery pu.rsuant ta 6 NY�RR Par� 754. After use, solvents sha11 be dispased of in approved containers and removed from site at schedu�ed interva�s. Vehicle wash water that contains detergents must be disposed of into the sanitary sewer. Cnncrete Washout In the event concrete is del��ered and placed on site, delivery trucl�s vvill require an area to s�ockpile barrellcone, shutes, and other equ�pment. A centrally located concrete �vashout area approximately 15�feet square and �.S- feet deep shall be constructed. This washout area sha�l �e enci�sed by s�lt fence, located next to a paved road and situated a minimum of 5D-feet fram a watercaurse. If required, temporary di�ersion dikes shall be constructed araund washout area to pre�ent stormwater from entering washout lacation. Waste material fram concrete vvashout operations shall be periodical�y remaved and legally disposed of When tvvo-thirds of th� washout storage area has accumulated with material. At the end of construction a�l material from the v�ashout area shall be remaved and disposed of. Material Stockpile 14rea Materials utilized for cvnstruction or equipment storage areas shall be canstructed to prevent runoff from coming in contac� with stared itemslequipment. Cantractor sha11 clear area�s} indica�ed on proj ect plans and excavate inta native material a mir�imum of 6-inches for placement of Marafi 1��X fabric and 5�ir�ch stone pad. �ontractor to�erify that area to be utilized is dry and stab�e and notify engineer if area shown an praj ect plans is not adequate.No mater�alslequipmen� sha�l be constructed within 5�-feet of a�vater course. If necessary, temporary perimeter dikes sha11 be constructed to pre�ent runoff from entering the stone pad. Silt fencing shall be installed a minimum of 5-feet downs�ope of storage area. Should additional area be required the contractor sha11 cvnstruct additional storage areas as ne�essary in conformance with the proj ect plans, any additional areas are to be docu.mented by contractor in the on-site SWPPP. ���������� ������� . . During cut and fil�operations topsoil and other exca�a�ed material wil��e stockpiled on site for placement in fill areas as construction progresses. In an effort to pre�ent runaff from coming in contact vvith stocl�piled soils or soils from entering exxsting vvatercourses,managed stacl�pile areas shall be constructed in the areas indicated on the project plans. The contractor shall �erify that the prapased areas are dry and stable, and to notify the engineer if area is not adequate. No soils or excavated materials shal� be stackpiled within 5�-feet af a vvatercaurse. �ontractor shall ins�all s�lt fence 5-feet downslope of each pile and construct any perimeter diversion dzkes if requirec�. A distributor may be contracted to arrive on si�e periodically and f�11 al� equipment as necessary. Al� distril�utors of petraleum products must have adequate ��ability insurance to mitigate and cl�an up any spills that accur on site as well as obtain appropriate permits and licenses from the NYSDEC. All above grou.nd storage tanks vvith a combined capacity af 1,1�� gallons sha�l be xnstalled pursuant to 6 NYCRR Par� �14 Standards for New and Substantially Madified Petroleum Storage Facilities. Fue1 from construction vehicles may come into contact with starmwater when vehicles are stored outside. Good housekeeping and preventative mainter�ance procedures sha�l be implemented to ensure fuel spil�s and leaks are minimized during refue�ing and storage. Any small-scale fuel or oil spills must be remedied immediately and contamina�ed soils shall be disposed of appropriately. The designated spill pre�ention and respanse team sha11 handle large-scale gasoline spi�ls. �il and other pe�roleum praducts may be stored on site in l�mited quantities to ensure the continued operation of construction equipment in the event a scheduled delivery is unavailable. Items sha11 be stared in �heir original cantainers vvithin temporary structures and shall not be exposed to stormwater, Used nil and pe�roleum prnducts sha11 be stored in approved containers until recycled or d�sposed of at an appro�ed disposal facility. �������f������ + F��LFI�����*.l Temporary sanitary facilities may be�ocated an site for construction workers. This fac�lity shall be lacated in an accessible and visible Iocation. Such a facili�y shall be 1eal� and�ip proof. A �vaste management company may be contracted to arrive on site and provide the routine pumping and sanitization of the facility. Such a company shall have adequa�e liabilzty insurance to mitigate and clean up any spills that occur on site as v�ell as appropriate permits and licenses from the NYSDEC. Dust ContYnt Construct�on traffic must enter and exit the site at the stabilized cons�ruction entrance. The purpose is to trap dust and mud that would otherwise be carried off site by construction traffic. �1Vater trucks vvi�l be used as needed during canstruction ta reduce dust generated on the site. I]us� contral must be pro�ided by the General Cor�tractor to a degree that is acceptable to the 4wner, and in campliance with applicable local and s�at� dust con.trol regulations. Solid Waste No solid materials, inc�uding building materials, are allovved to be discharged from the sit� with storm water. A�1 solid waste, including disposa�le materials incidental ta the major construction activities, must be collected and placed in conta2ners. The containers v�ill he emptied periodically by a contract trash disposal ser�ice and hau�ed avvay from the s�te. Thermal Pallutior� Stormvvater that cames in contact with roadvvays, driveways, parking lots or other impermeable surfaces may increase in �emperature during warm wea�her. If stormwater �s discharged into surface �vater �adies, the temperature af the vvater�ody may alsa increase, potentially threatening plant and animal species sensitive to temperature changes a� well as pro�iding an env�ronment tha� may cause r�uisance species to flourish. After development is complete, imper�ious areas shall be graded to sheet flow to adj acent �egetated areas before enter�ng surface vvaters. 4.3 Best Management Practices Thr�ughout construction, care shall be taken to ensure sediment does nat enter surface water �odies and chemicals do not enter stormwa�er, potentially cantaminating surface and groundwater supplies. Immediately following mobilization, the Generai Contractor shall take an in�entory of all equipment and containers containing hazardous or toxic materials and submit �his in�entory to the �v�ner to keep on-site vv�th this Stormwater Pollution Prevention Plan. This inventory shall be updated regularly to reflect changes in the quan�i�y or type of hazardous and toxic materials stored on site, In the event of a spil�, the Spili Respons�Team can refer to the ir�ventory if the contents of the spill are unknawn. Inspections shall be conducted regularly to ensure al� equipment is free af leaks and that ai1 and grease are not in contact vvith soils or stormwater. A s�orage area shal�be designated on-site where all hazardous or toxic materials are stored. Used chemicals shall be disposed of in refuse conta�ners and removed periodically. Containers shall be regularly inspected �o ensure the �ntegrity of the container and sea�s tn prevent leaks. A scheduled clean-up shall oc�ur at the end of each workweek. Materials Safety Data Sheets �MSDS} shall be obtained for a�1 taxic or hazardous substances that are stored on-site to pro�ide employees with a valuable database in assessing risk in the event of a spill. A.ny above ground storage tanks on site shaXl be installed pursuant to 5 NY�RR Par� 614. According to the Nevv York State "Min�mum Standards for New and Subs�ar�tia�iy Madified Abo�e Graund Storage Faci�ities", all tanl�s installed must meet or exceed the design criteria in ane or mare of the fol�owing design or manufacturir�g s�andards: UL Na. 142, LJL Na. 58, API S�tandard No. 55�, API Standard No. 620, �AN4-S5�1- M84 or CAN4-S634-M84. Tanks constructed af wood, cancrete, aluminu.m, fiber�lass reinforced plastic as vvell as riveted or bo�ted steel tanks are not permitted. All tanks must have�nstalled leal�detection systems, secondary containment, corrosian protection, and undergo periodic monitoring pu.rsuant to all Part�1�requir�ments. 5hould a spill occur, trained individuals sha�l be on-call at a�I times ta mitigate the potential negative effects of a 5�7111. A�1 employees must be able ta recognize po�ential problems and have the abxlity to provide temporary stabi�ization measures, as appropriate, to mitigate starmwater runoff before prohlems occur. The NYSI]EC periodically holds workshops on erosion and sediment cantrol. It is recommended tha� on site persor�nel at�end these �vorkshops to keep training current and up to date. A�l contractors and subcontractars involved with soil disturbing activities shall ha�e a� least one trained individual from their campany be responsible for irnplementation of the SWPPP and be on site when soil disturbing acti�ities are occurring. 6.� Site Inspections The �wner sha�1 ensure al� erosion and sediment controls identified in the SWPPP are mainta�ned and effecti�e fram commencement of canstruction to the filing of th� N�T. The �vvner shal� inspect the erosion and sediment contrals identified in the SWPPP to ensure they are installed and maintained in accordance wi�h the mast current version of the "11Tew Yor�k StandaYds and►Spec f cations far E�osion and Sediment Control". It is the responsibility of the 4wner, Contractor and subcontractors to continuously monitor cans�ruction activities to ensure the measures outlined in this rep�rt are being implemented. The owner shall have a qualified �nspector perform site inspecttans for construc�ion a�tivities identified in Table 1 and 2 of Appendix B of the NYSDEC SPDES �eneral Permit ��P-�-2�-001}. A qualified prafessional is defined as a person su�h as a Professional En�ineer, C�rtified Prof�ssional in Ero�ion and Sediment�ontrol��PESC�or a�a�� scientist. �nce construction begins regular inspection of construction activit�es by the qualified professional are required at least once every seven �7} calendar days to ensur� deficiencies regarding erosion and sedimentation are repor-�ed and corrected. Areas which ha�e not been fuliy stabilized, areas used for materia�s storage and all structural contro� measures must be ir�spected to monitor erosion and assess �the risk of sedimentation. The 12 of Z1 qua�ified inspector sha11 certify all inspection reports. Inspection reports will be faxed to the�wner, �ontractor and subcontractors�ithin ane business day of th�completion of the inspectian. �orrective actian to address any deficiencies at the site shall be initiated v�ithin one business day of receiving the nntif"ica�ion. AIl erosion and sediment cantrols must be ins�a�led and maintained accarding ta the New Yo�k S'tarida�ds and Specif cations fnr EYosion and Sediment Cont�ol. The main items to consider are: 1. Site Stabilizatian - All harelexposed soils must be stab�lized by an established vegetation, straw or mulch, matting, rock or other appr��ed product such as rolled erosion cantrol product. Seeding of areas al�ng with mulching is encouraged, hovve�er seeding a�one is not cansidered acceptable f�r proper s�abilizatian. 2. Sediment Barriers - Barriers must be properly instal�ed at all necessary perimeter and sensiti�e �ocations. 3. Slopes - All slopes and grades must be proper�y stabilized with approved methods. Rolled erasion contro�products must be used on atl slopes greater than 311,�r where conditions for erosian dxctate such measures. 4. Soi1 Stockpiles - Stockpi�ed soi�s must be protected by the use of estab�ished �egetation, an anchared- dawn straw ar mulch, rolled erosion control product or other durable covering. A barrier must be insta�led around the pile�o prevent erasion away from that location. S. �onstruction Entrance - All entrancelex�t locations to the site must be properly stabi�ized and must be maintained �o accommodate snow management as set farth in the New Yorl� Standards and Specifications for Urban Erosion and Sediment Contro�. 6. Snow Management - Snow management must not destroy or degrade erasian and sedirnent control practices. At the end of the canstruction season when soil disturbance activities will be finalized or suspended until the foll�wing spring, it may be desirable ta reduce the frequency of the required inspections in accordance with NYSDEC Winter 5ite Stabilization Standards and Specifications. To be allov�ed to reduce inspection fr�quencies, the awner must notify the Regional �ffice stormwater cantact person xn writing prior to reducing the frequency of inspe�tions. I]uring pe�.ods of reduced inspection frequency, inspections mu�t still be completed at least every thirty�30}days. The owner sha�i camplete stabilizatian activities �perimeter �ontrols, traps, barriers etc} befare proper installatian is precluded by snow cover or frozen ground. If �egetation is desired, seeding, planting, and.lor sadding must be scheduled to a�oid die-off from fall frosts and allow for proper germinationlestablishment. Frozen ground, vvznter conditions and equipment can affect erosion and sediment control practices. Gheck for damage during monthly inspections and repair as necessary. This is especially impar�ant during thaws and prior to spring rain e�ents.Weekly inspect�ons must resume no later than March 15 or as directed by the Departmer�t. If the soil disturbance is comp�etely suspend�d and the site is proper�y stabilized it may be desirab�e to reduce the inspection frequency to a minimum of once ever� thirty (3�} calendar days. To be allavved to reduce inspectian frequencies, the owner must notify the Regional �ffice stormwater con�act person in�riting prior to r�au�in� ���frec�ueri�y c�I'in�p�t�tic�n5. The SWPPP shall be re�ievved to evaluate its overall effectiveness in preventing sediment laden stormwater runoff. Temporary stabilization methods shall be assessed, and new me�hods shal� be established, should any method be determined to be inadequate. Al�changes sha11 be included in the SWPPP. 13 of Z1 A current copy of the SWPPP must be maintained on site at aIi times. The �vvner shall maintain a copy of th� �eneral Permit, N�I, N�I Acknovvledgement Letter, �ontrac�or cer�if�cations, and inspection reports in the on site Logbook. A11 record keeping shall be maintained on site and l�e made a�ailab�e to the permitting au�hority upon request. 6.3 Maintenance It shall be necessary ta maintain all temporary controls installed as vvell as vegetati�e measures across the site. I]uring construction, maintenance of thes� stabilizatian measures shall be the responsibility of the �ontractors andlor appropriate subcontractars. Vegetative plantings must not be allowed to become overgrawn. Vegetation sha�l be remo�ed should it be ineffective and be rep�aced with a variety of grasses, trees and shrubs more suitable for preventing stormwater runoff. Silt fences must be inspected regularly to ensure that they are sti11 effective and their capability to reduce stormvvater runoff has not been reduced due to prolnnged sun exposure. Guidelines and recommendatinns for instal�ation and maintenance practices can be found in the "New �ork Standa�ds and►5`peci acations for E�osion and Sedirnent�'ont�ol". 5,4 �ertification Prior to star�ing construction, the �wner must certify that to the best of their knov�ledge this S'VLTPPP was prepared in accordance with the requirements in the NYSDEC SPDES �eneral Permit and that it meets a�I federal, state and local erosion and sediment can�rol requirements. The cer�ifying statement is contained in the N�I, A11 appropriate contractors and subcontractors invo�ved in soil disturbing activities are responsible for fully imp�ementing the SWPPP. They are required to sign the certifying statement presented in Append�x A of this report. AlI weekly inspection repor�s are ta be certified by the qualified inspector performing the on site inspections. 6.5 Pro j ect Completian At the time of final stabilization, the �wner's Site Inspector shall perform a finai site assessment to verify that all constructian acti�ity �dent�fied in the SWPPP has been campleted, that all disturbance has undergone f�nal stabilization and that a1Z temporary erosion and sediment controls ha�e been r�moved. Final stabilization as defined in the General Permit "means that all soil disturbance activities have ceased and a uniform, perennial vegetative cover with a density of eighty (8�} percent over the entire per��ous surface has been established; or other equivalent stabilization measures, such as permanent landscape mulches, rock rip-rap or washedlcrushed stone have been applied on all disturbed areas that are not covered by permanent structures, cancrete or pavement". �nce a final site assessment has been conducted, a N�T shall be prepared and certified by the ��vr�ers' Site Inspector as described in Se�tion 1.1 af this repor�. The N�T should�then be signed by the�wner and submitted to the NYSDEC.
